About this file
This document is an Addendum #1 for Invitation to Bid (ITB) 735-021-25 issued by the Oregon Department of Fish and Wildlife (ODFW) for the Willamette National Forest Gate Installations project. The ITB seeks a contractor to install nine prefabricated gates in the Sweet Home and McKenzie River Districts of Linn County, with two distinct gate styles: six gates measuring 16'-20' requiring minimal assembly and three 20' gates needing more extensive field assembly and welding. The bid closing date remains July 31, 2025, at 2:00 PM PST, with the project anticipated to be completed by October 24, 2025. The addendum includes a comprehensive questions and answers section addressing gate specifications, installation requirements, site access, and operational considerations.
The project is estimated at $50,000, with gates already purchased by the US Forest Service and available for pickup at the Sweet Home Ranger District Office. Contractors must provide their own concrete and comply with fire danger level requirements, forest service coordination, and potential site-specific installation challenges. The procurement appears open to all qualified contractors, with potential opportunities for Certification for Disadvantaged Business Enterprises (COBID) participation through a required outreach plan. Contractors will be subject to prevailing wage standards and must meet comprehensive insurance requirements, including workers' compensation, commercial general liability, and automobile liability insurance. The project represents a targeted infrastructure improvement effort focused on replacing worn gates to support forest management and resource protection objectives.

Questions and Answers for Willamette NF GNA Gate Installations OregonBuys # 63500- 00014291
1. Are the gates all the same size? The drawings show variable width. If so, what is the perspective size for each location?
There are 2 gate styles; 6 gates will be 16’-20’ (extension is variable) with no welding required and minimal field assembly (place gate frame with built in hinges onto hinge post and drill/bolt extension into place), and 3 that are 20’ and will require some field assembly (placing frame on hinge, and placing tension bar) and welding (weld cap on hinge pin and tension bar) . Locations of the (3) 20’ gates are SHD 1, SHD 3, and SHD 5.
The gateposts will be placed near the shoulder of the roadsides to accommodate as much travelling lane as possible within the 16’-20’ width.
2. Can the posts be picked up initially for placement and the gates picked up once the concrete has set for the 7 days minimum curing time to avoid them being left on site or transported back to our facility in Southern Oregon until project completion?
Either scenario is okay. All pickups will need to be coordinated with the USFS Sweet Home District contact.
3. Are there any known issues with the road systems the gates are being placed on that would hinder the movement of a crew cab F450 with 24' equipment trailer?
There are no known issues that would hinder the movement of the mentioned vehicle and trailer.
4. Are there any requirements for warning cones, lighting and/or signage? i.e. "road work ahead" or similar?
Simple “road work ahead” signs and cones set at a reasonable distance (100’+) from site to lanes of travel is okay.
5. If so, what items will be needed?
See above
6. Is USFS supplying concrete along with the gates?
Concrete is not supplied. Suitable concrete must be sourced as part of this project’s bid.
7. In reference to the gate assemblies, prefabricated? To what extent is the fabrication? Are all components set and welded....example: are hinges set and welded?
The 16’-20’ gates are prefabbed with an adjustable extension to be secured with two 3/8” bolts (two 7/16” holes through gate frame and extension spaced 2’ OC as described in the “Plan View” of the specs) after install; hinges are set. The 20’ gates are prefabbed with hinges set but will require some welding to secure the hinge caps and tension rod. See supplemental photos of both gate styles for clarification.
8. Gate extension tube set and welded? Given varying widths I would assume extension tube is field welded. If welding is required, what finish is on the gates, paint, galvanized etc. for touch.
The 16’-20’ adjustable gates will just require bolts for the extension, and cap welding is optional (vs other method described in specs). The three 20’ gates will require welding on the hinge caps, and extensions into place. Enamel spray paint matching the gate assemblies is okay for touch ups and over welds.
9. With the given weld call outs on specification sheet are the gate components needing field assembled?
Some field assembly will be required. The 16’-20’ gates will need to be placed on hinge post, extension tube drilled and bolted. The three 20’ gates will need to be placed on hinge and tension rod installed. See supplemental photos for clarification.
10. Since the State moved to Level 3 fire danger: Is it the intention of ODFW to wave the 300-gallon 115psi truck at site? [Bidder] We will have 250 gallons at site for concrete mixing anyway but generally do not have 500' of hose and 115psi.
Contractors will have to adhere to the IFPL requirements in effect at the time project work takes place. ODFW does not have the authority to wave ODF rules.
11. Will the hours of operation be limited to 8am to 5pm or can we adjust to be done at 1pm as per fire level 3?
I have no issue with project work being done outside of typical business hours, and as long as signed/coned correctly for visibility, it may reduce conflict with other recreational users. Pickups at SHD will still need to be coordinated with USFS contact and likely during typical business hours.
Forest Service Gates Stored at Sweet Home District Office
• There are currently 4 gates, but only 3 are available for this contract. The fourth shall not be taken.
• Gate cross bars are 20 feet long. The hinge pinhole and the lock pinhole are 19’ 9.5” apart on center.
• The lock post is 8 feet long.
• The hinge post is 12’ long with a plate at top for attaching the tension bar.
• The hinge pin is temporarily held in place with a plate that is tack welded. Tacks will need to be broken prior to installation and welded in field during assembly.
• The tension bar will be installed with a tension bolt to the top of the hinge post.
The other end will need to be welded to the gate bar in the field.
