About this opportunity
The County of Orange, through OC Community Resources, is seeking competitive bids for Wildlife and Educational Services via a fully electronic solicitation. The procurement targets qualified vendors to provide comprehensive wildlife handling and rehabilitation services for OC Animal Care Services. Specific services include accepting custody of wild animals from county animal care officers, potentially rehabilitating and releasing animals, and humanely euthanizing animals when necessary. Key deliverables encompass wildlife intake, care, potential rehabilitation, and optional educational seminars about native and common wild animals in Orange County. Bidders must maintain valid licenses, possess extensive knowledge of local wildlife, and demonstrate ability to accept sick, injured, or immature wild animals. The bid submission deadline is January 16, 2025, at 2:00 pm, with all proposals required to be submitted electronically through the county's online bidding system. Evaluation criteria will likely include the vendor's wildlife expertise, licensing, operational capabilities, and compliance with specified requirements.
The contract opportunity includes specific set-aside designations and preferences for small businesses and disadvantaged enterprises. Bidders must be certified as a Small Business by the California Department of General Services and maintain principal operations within Orange County. The county provides preferences for Local Small Businesses (OCLSB) and Disabled Veteran Business Enterprises (DVBE), with additional consideration for businesses meeting both certifications. The contract is structured as a non-exclusive agreement with a four-year term and a total not-to-exceed budget of $50,000, translating to an annual budget of $12,500. Electronic Fund Transfer (EFT) will serve as the primary payment method, and contractors must provide necessary tax documentation and business certifications. The contract will be awarded on a firm fixed-fee basis with monthly payments, offering potential opportunities for vendors specializing in wildlife rehabilitation and educational services in the Orange County region.
