About this opportunity

The Jefferson County Housing Authority is requesting proposals for a General Contractor to provide preconstruction and construction services for Phase I of the Wildflower Ridge Campus in Wheat Ridge, Colorado, with proposals due November 4, 2026 and anticipated selection by November 20, 2026.

Phase I is a single 4-story structure containing approximately 50–80 one- and two-bedroom apartments for seniors aged 62 and older, with surface parking, on a 10.8-acre parcel one-quarter mile from the Arvada Ridge commuter rail station. The preconstruction phase requires the contractor to collaborate with the project architect and JCHA to refine scope, provide initial cost estimation in CHFA format, conduct value engineering and constructability analysis, and develop project phasing and scheduling. The contractor must deliver a Guaranteed Maximum Price reflecting the final scope of construction documents and must meet JCHA's February 1, 2027 application deadline for 9% Low Income Housing Tax Credits, with construction anticipated to begin in the third quarter of 2028.

Total project hard costs are estimated at approximately $16 million. The contract term does not exceed five years. The contractor must provide 100% Payment and Performance Bonds for the construction phase, commercial general liability insurance with minimum combined single limits of $1 million per occurrence and $2 million general aggregate, and worker's compensation insurance. The contractor must comply with all federal and state licensing requirements, participate in the E-Verify Program, and maintain current City, State, and Federal licenses throughout the contract term.

Proposals are evaluated on best value using the following criteria: Proposed Fees and Compensation (3 points), Relevant Experience (4 points), Quality of References (3 points), Interview/Teamwork (4 points), and an additional 1 point for qualified Section 3 respondents. JCHA intends to enter into a negotiated contract based on an AIA contract form and reserves the right to negotiate fees with the top-rated proposer. Questions and clarifications are due October 7, 2026 at 5 p.m., with responses posted by October 14, 2026 at 5 p.m. Interviews, if needed, will be held November 10, 2026.
