3. SCOPE OF WORK:

3.1. Summary of Request

The Jefferson County Housing Authority (JCHA”) seeks a General Contractor (GC) to provide

Preconstruction Services and Construction Services for the construction of Phase I of the

Wildflower Ridge Campus. Phase I will be a single 4-story structure consisting of approximately fifty to eighty (50-80) one and two-bedroom apartments for 62+ Seniors with surface parking.

In the Preconstruction phase, JCHA desires for the GC to work collaboratively with the Project architect, (the “Architect”), our financial consultant, and JCHA to refine a project scope that meets the overall hard cost budget, currently estimated at $16 million. JCHA seeks a GC who will bring creativity and teamwork to a process that achieves the maximum scope of construction within this budget. JCHA envisions that this exercise will involve cost estimating, value engineering, constructability analysis, and schedule preparation. Schedule preparation will be particularly important given that JCHA intends to apply to the Colorado Housing and

Finance Authority for 9% Low Income Housing Tax Credits (LIHTCs) on February 1, 2027. A conceptual design will be made available for pricing on January 1, 2027, and will need to be completed in time for the February 1 deadline.

The Preconstruction phase will conclude with the delivery by the Architect of final construction documents and the delivery by the GC of a Guaranteed Maximum Price reflecting the scope of the CDs. During the Construction phase, the GC will be expected to lead the construction process using a strong project management approach that anticipates, and creatively solves, potential issues to ensure that the Project is completed on time and on schedule.

3.2. Project Information

Wildflower Ridge is a 10.8 Acre parcel at the corner of W. Ridge Road and Miller Street, Wheat

Ridge. The northeast corner of the site is planned to be transferred to Red Rocks Community

College (RRCC), and the remainder of the site is planned for two to three phases of affordable housing development including a Senior building and a multifamily building. The planned location of this first phase (senior housing) is the southwest corner of the parcel along Ridge

Road. The site is just a quarter of a mile from the Arvada Ridge commuter rail station.

JCHA intends to obtain competitive 9% LIHTC financing to construct a Senior community of approximately fifty to eighty (50-80) one and two-bedroom apartments for 62+ Seniors. JCHA’s vision is the property will be modern and efficient to operate and maintain, with amenities to enhance resident safety and sense of community.

Assuming an award of 2027 9% LIHTCs, JCHA expects to close financing and begin construction by the third quarter of 2028. The Project’s total construction hard costs will depend on the final extent of the architectural design and the Project’s financing but are anticipated to be approximately $16 million.

See Appendix for the ALTA survey and the geotechnical report.

3.3. Detailed Scope of Services – Preconstruction Phase

1. Initial Cost Estimation and Scope Refinement – The GC will provide an initial cost estimate in support of JCHA’s application for 9% LIHTC, in the format required by the Colorado Housing and Finance Authority (CHFA). To the extent necessary, the GC shall collaborate with JCHA and the Architect to determine which elements of JCHA’s desired scope shall be included in the initial project scope and which will be deferred to a “wish list” in order to meet the overall hard cost budget. The initial cost estimate will be based off a conceptual design.

2. Design Documents, Value Engineering, Constructability Analysis and Cost Control –

Throughout the design process, the GC will collaborate with JCHA and the Architect by providing information, estimates and recommendations regarding construction materials, methods, systems, phasing and costs with the goal of achieving the maximum scope of work within the project budget. The GC will be expected to propose creative solutions to maximize the scope of work while maintaining construction quality, efficiency, and durability of materials. This part of the scope of work includes value engineering, cost control and constructability analysis as integral parts of assisting with the most efficient design.

3. Phasing and Scheduling – The GC will provide input on phasing and project schedule analysis at each major phase of design. Efficient phasing and scheduling will be critical to achieving the maximum scope of work within the budget, as well as maximizing project tax credits.

3.4. Contracting Requirements

JCHA intends to enter into a contract with the selected GC based on a negotiated version of an appropriate AIA contract form. The selected GC will be expected to comply with JCHA insurance and bonding requirements as well as those of JCHA’s financing partners.
