About this opportunity

The Town of Wilbraham Department of Public Works is requesting quotes for reflectorized waterborne painted centerline and road edge line installations throughout Wilbraham, Massachusetts, with quotes due August 6, 2026 at 3:00 p.m.

The scope covers an estimated 200,000 linear feet of double yellow lines and 260,000 linear feet of single white or yellow 4-inch lines. All work must comply with the Manual on Uniform Traffic Control Devices and MassDOT Standard Specifications for Highways and Bridges, be performed nightly, and be completed by November 1, 2026. Quoters submit pricing per linear foot for each line type on the Standard Quote Form (Exhibit E); the total quote price becomes the not-to-exceed contract amount.

Prevailing State Minimum Wage Rates apply under Massachusetts General Law Chapter 149, Sections 26-27H. The successful quoter must furnish a payment bond equal to 50 percent of the quoted price within ten days of award notification.

Quoters must submit Certification of Non-Discrimination (Exhibit A), Certificate of Non-Collusion (Exhibit B), Certification of Labor Harmony and OSHA Training (Exhibit C), and State Tax Certification (Exhibit D). The contract is valid for one year from execution and is subject to appropriation and availability of funds as certified by the Town Accountant. The Town may terminate without cause on seven days' notice or for cause if the contractor breaches material terms, fails to maintain required insurance, or violates applicable laws. The Town reserves the right to reject any and all quotes and waive minor informalities. Quote packages became available July 22, 2026.
