About this opportunity
The Nevada State Purchasing Division, on behalf of the Nevada Division of Conservation and Natural Resources and Nevada Department of Environmental Protection, is requesting proposals for WIIN water testing services in schools and daycare facilities statewide, with proposals due July 8, 2026 at 2:00 PM Pacific Time. The estimated contract value is $528,535 and the anticipated term is two years beginning October 13, 2026, subject to Board of Examiners approval. The State intends to award one or multiple contracts.
The scope encompasses comprehensive water testing to investigate lead in drinking water at approximately 372 preschools, 667 licensed daycare facilities, and 392 elementary schools throughout Nevada, with priority given to low-income areas and facilities built before Nevada's 1989 lead ban. The contractor must provide six primary services: communication and public outreach, project setup with quality assurance planning, staff training on lead risks, testing using EPA analytical method 200.8 at Nevada-certified laboratories compliant with EPA's 3Ts manual, corrective action implementation, and comprehensive reporting. Testing will use first-draw sampling at consumption points; facilities exceeding the 10 g/L remediation trigger level require follow-up testing. The contractor must develop or maintain a web-based data tracking system compatible with ExpressionEngine and Microsoft IIS hosting, with quarterly Excel-based reporting and a final outcomes report. All data and files transfer to NDEP upon completion. Corrective action coordination with facilities and licensed plumbers is required, with test results communicated to facility communities within two weeks of receipt.
Responses are evaluated on Demonstrated Experience in Performing Comparable Engagements (40 percent), Technical Approach and Methodology (20 percent), Reporting and Deliverables (20 percent), Expertise and Availability of Key Personnel (15 percent), and Cost Factor (10 percent). Financial stability is pass/fail. Mandatory requirements include Nevada business license, active sam.gov registration, nevadaepro.com vendor registration, a No Boycott of Israel agreement, and compliance with Nevada law. All State data assets must remain in the United States. The contractor bears sole responsibility for all contractual obligations and subcontractor performance.
Questions are due June 17, 2026; answers will be posted by June 24. Client references are due July 7. The estimated evaluation period runs July 8–22, with notice of intent on or about July 23 and notice of award on or about August 25. Proposal terms, including pricing, remain in effect for a minimum of 180 days after submission and, for the awarded vendor, throughout the contract term and any extensions.
