About this opportunity
The State of Missouri Department of Health and Senior Services (DHSS) is seeking an Invitation for Bid (IFB) for a WIC Infant Formula Rebate contract, solicitation number RFPC30034902001233. The procurement is specifically for infant formula rebate services for the Women, Infants, and Children (WIC) program, involving multiple states including Missouri, North Dakota, Nebraska, and South Dakota. The solicitation, originally issued as a Request for Proposal on June 3, 2020, was cancelled and will be reissued as an IFB to comply with Federal Regulation 246.16a, which requires public bid openings with exposed pricing. The primary deliverable is a contract under commodity code 42231800 for formulas and nutritional support products, with vendors required to submit completed exhibits including Exhibit A, pricing pages, and supporting documentation. The original response period was set from June 3, 2020, to July 24, 2020, at 3:00 PM CDT, with responses to be submitted electronically through the MissouriBUYS system. Key evaluation criteria will likely include pricing, with the contract to be awarded to the lowest and best bidder.
There are no specific set-aside designations mentioned for small, minority, or women-owned businesses in the solicitation documents. The procurement appears open to all vendors registered in the MissouriBUYS system under the relevant commodity code, who will receive a courtesy email when the IFB is issued. Delivery terms are specified as Free on Board (FOB) Destination to the DHSS Bureau of WIC and Nutrition Services in Jefferson City, Missouri, with payment terms of Net 45 Days. While no specific incumbent vendor is identified, the solicitation includes historical usage data, sample invoices, and memorandums of understanding from participating states to assist vendors in preparing their bids. The estimated total contract value is not explicitly stated in the documents. Vendors are required to complete and submit various exhibits, including pricing pages, and will be evaluated based on their ability to provide competitive infant formula rebate services for the state's WIC program.
