About this opportunity

The Florida Department of Health is requesting sealed bids for printing and delivery of Women, Infants, and Children (WIC) Food Pamphlets under ITB DOH25-036, with bids due September 18, 2026 at 3:00 PM Eastern Time and public opening.

The scope encompasses three pamphlet types in English (DH150-712), Spanish (DH150-835), and Haitian-Creole (DH150-889) — six-panel accordion-fold brochures, 3.6875" × 8.5" finished size, printed on 80-pound white coated dull text with minimum 10 percent recycled content using 4/4 CMYK full bleeds. Delivery is inside delivery to 44 WIC Program locations throughout Florida plus the State Office in Tallahassee. The Department anticipates approximately 1,100 packages per order quarterly (5,000 packages annually), where each package contains 100 pamphlets. Delivery must be FOB destination within 30 calendar days of proof approval, with correction of shipment errors required within 10 business days. Late delivery results in a 5 percent payment reduction of the quarterly invoiced amount. Respondents must certify recycled content percentage and demonstrate prior experience through three completed printing and delivery projects of similar size and nature. Subcontractors are not authorized.

The initial contract term is three years beginning September 1, 2026, or the purchase order issuance date (whichever is later), with potential renewal for up to three additional years under the same terms subject to satisfactory performance and fund availability. The contract is contingent upon annual legislative appropriation.

Award will be made to the responsive, responsible provider offering the lowest grand total price for all items including inside delivery. The Price Page requires unit pricing per package for each year of the initial three-year term and renewal three-year term combined into a grand total calculation. Written questions must be submitted by August 14, 2026. The Intent to Award is anticipated September 15, 2026. Mandatory submissions include the Title Page, Price Page, Prior Experience Form, Statement of Non-Collusion, Scrutinized Companies certification, Identical Tie Certification, Vendor Certification (PUR 7801), Use of Coercion for Labor and Services attestation, and Provision of Commodities Produced by Forced Labor certification. Bids must be submitted as one original paper copy and one electronic copy on USB or CD in PDF format via USPS, courier, or hand delivery; email and facsimile are not accepted. The procurement officer is Carolina Juarez.
