About this file

This Addendum 3 document is a Questions and Answers response issued by the Florida Department of Health, Central Purchasing Office, dated September 17, 2026, addressing inquiries submitted by prospective vendors regarding ITB DOH25-036 for WIC Food Pamphlets. The solicitation encompasses printing and quarterly delivery of three pamphlet versions (English, Spanish, and Haitian-Creole) to 46 drop-ship locations throughout Florida, including county WIC programs and the State Office. The Department anticipates approximately 5,000 packages annually (500,000 total pamphlets across all three language versions combined), with quarterly deliveries of approximately 1,100 packages per order. All pamphlets are six-panel accordion-fold brochures measuring 3.6875" × 8.5" printed on 80-pound white coated dull text stock with a minimum of 10 percent recycled content using 4/4 CMYK full bleeds. The contract term is three years beginning September 1, 2026, with potential renewal for up to three additional years under the same terms. Bid submission was due September 18, 2026, at 3:00 PM Eastern Time, with Intent to Award anticipated for September 15, 2026.

Key pricing and operational requirements include FOB Destination with inside delivery to specified room numbers within ground floor entrances at all 46 locations, with delivery required within 30 calendar days of proof approval and late delivery penalties of 5 percent of the quarterly invoiced amount. The incumbent vendor is Pride Enterprises, currently paid $13.30 per package for English, $13.40 per package for Spanish, and $14.10 per package for Haitian-Creole versions. The Department's estimated six-year budget is $518,262 ($86,377 annually). Artwork may change quarterly and vendors are prohibited from pre-printing and warehousing annual quantities; subcontracting for manufacturing and bindery operations is not authorized, though third-party freight carriers may be used for deliveries. Electronic signatures are acceptable on required bid forms. The Department provided historical quantity data in Appendix 1 showing demand variations by county and language version, noting that quantities may fluctuate and the Department reserves the right to increase or decrease estimated quantities post-award based on funding availability and operational need.

# Question Answer

If we are to provide 25% of the yearly product quarterly is there be a possibility of changes in the print from quarter to quarter? Or could they all be printed for the year, warehoused, and shipped as contracted?

Yes, artwork may change each quarter. Do not print for the year and warehouse.

Is there a particular fold required (i.e., Roll fold, accordion fold etc.)?

See Attachment A: Scope of Work, Section 5.1.3.

Is the 30-day delivery timeline mandatory, or would a 45– 50-day delivery timeframe be acceptable if it allows us to offer more competitive pricing?

Yes, the 30-day delivery timeline is mandatory.

As a distributor, are we permitted to partner with qualified manufacturers to produce and fulfill the requested items?

No.

Is there an incumbent vendor currently providing these WIC Food Pamphlets? If so, could the Department share the current vendor's name and the unit price per package currently paid?

Yes. The vendor currently providing services is Pride Enterprises.

The Unit Price Per Package English 13.30 pack Spanish 13.40 pack Haitian Creole 14.10 pack

What is the estimated annual or total contract budget allocated for this procurement?

The estimated budget is $518,262 for 6 years ($86,377/year)

Attachment A estimates an annual volume of 5,000 packages (500,000 total pamphlets). Is 500,000 the combined annual total across all three language versions combined, or is the estimated quantity 500,000 pamphlets for each individual language version (1,500,000 pamphlets total per year)?

5,000 packages (500,000 total pamphlets) is the estimated annual total for all three language versions combined.

Attachment A references three pamphlet versions: English (DH150-712), Spanish (DH150-835), and Haitian-Creole (DH150-889). What is the historical or expected percentage breakdown, or expected package quantity per language version, for each quarterly run?

See attached Appendix 1. The Department is providing historical data only.

Are quarterly delivery volumes expected to remain relatively equal throughout each quarter of the year, or do order sizes fluctuate seasonally?

Quantities may fluctuate. The Department reserves the right to increase or decrease the estimated quantities after contract award based on need and the availability of funding.

Since pricing is FOB Destination including inside delivery to all 44 locations listed in Exhibit 1, can the Department provide an estimated breakdown or historical allocation of package quantities shipped to each of the 44 specific locations for a typical quarterly order?

See Answer #8.

Exhibit 1 indicates that most of the 44 delivery locations do not have loading docks. Should vendors quote assuming lift-gate equipped vehicles are required for all 44 shipment locations?

No. Vendors should quote according to FOB Destination "inside delivery”.

Scope of Work Section 5.1.5 specifies FOB Destination "inside delivery". Does "inside delivery" require placement just inside the primary ground-floor receiving doorway, or does it entail delivery to specific internal rooms, suites, or upper floors?

Inside delivery requires that all shipments must be delivered through front ground entrance of building, to the specific room numbers listed on the drop ship list.

Section 5.1.3.3 of Attachment A specifies paper stock with a "minimum 10 percent recycled content". However, Section 3.8 and Attachment B state that vendors "may certify that the material contains no recycled content". Is 10% post-consumer recycled paper stock mandatory, or is

See Section 3.8 of the ITB.

stock with 0% recycled content acceptable for bidding without penalty?

If 10% recycled 80 lb. dull text stock experiences mill availability issues, will the Department permit FSC/SFI-certified 0% post-consumer recycled 80 lb. dull text stock as an approved equal?

Yes. Please see Addendum #3 Modifications, A.2.

Section 4.9 states that the Department will not authorize the use of subcontractors. Does this restriction apply strictly to print manufacturing and bindery operations, or does it also apply to third-party commercial freight/courier carriers (e.g., FedEx, UPS, or LTL freight lines) used for drop-ship deliveries?

This restriction applies strictly to print manufacturing and bindery operations, it does not apply to third-party commercial freight/courier carriers (e.g., FedEx, UPS, or LTL freight lines) used for drop-ship deliveries.

If a vendor operates multiple manufacturing facilities nationwide where Plant Presidents hold executive authority over facility operations, will the Department accept bid submission forms signed by the intended manufacturing facility's Plant President?

Forms must be signed by a company representative with authority to enter into legally binding contracts.

Will the Department accept electronic signatures (e.g., DocuSign, Adobe Sign) on the required bid forms and attachments, or are physical wet-ink signatures required on the original paper submission set?

Yes, electronic signatures are accepted.

Scope of Work Section 5.1.3 indicates printing will occur quarterly as directed by the Department. Will the awarded vendor be permitted to print larger annual quantities upfront and store them in the vendor's warehouse to fulfill quarterly drop-shipments?

See Answer #1.

Will the Department provide the quarterly Drop-Ship List (Exhibit 1) in an editable digital format (e.g., Microsoft Excel) to facilitate address label creation?

Yes, once the Purchase Order has been issued an editable form will be sent to the vendor.
