About this opportunity

Menard Correctional Center, an Illinois Department of Corrections facility, is requesting bids on 225,000 pounds of white tubular knit jersey fabric for T-shirt manufacturing under IFB 27-426DOC-MENAR-B-53941, with bids due September 29, 2026. No set-asides or preference programs are indicated for this procurement.

The scope specifies 4.5 oz. per square yard tubular knit jersey with a 50/50 poly/long staple cotton yarn blend, 26/1 first quality yarn, anti-shrink and anti-curl treatment without resin finish. Fabric must be rolled in 35–45 pound rolls with 2" to 2-1/2" cores, poly bagged with weight, width, and mill name labels, in widths of 20" through 33", and match Pantone #11-4800 TPX white. No seconds or seams are permitted. The lowest bidder must provide a one-yard sample for approval prior to award.

The contract spans three years with annual orders of 75,000 pounds due by June 30 of each fiscal year (July 1–June 30), with deliveries accepted Monday–Friday from 8:00 a.m. to 1:30 p.m. at the facility warehouse or knit shop dock. Vendors must contact the Menard Correctional Center Warehouse at least 48 hours in advance (618-826-5071, ext. 3149). Pricing must be F.O.B. Destination with all transportation and handling included. The previous price paid was $1.84 per pound. Vendors must maintain $1,000,000 general commercial liability and $1,000,000 auto liability per occurrence. Bid prices remain firm for 90 days from opening. All bids must be submitted electronically through BidBuy with pricing entered in the Quote Items Tab; failure to do so renders the bid non-responsive. A $15 administrative fee applies to awards valued at $1,000 or more, deducted from the first payment. Vendor employees require background clearance and valid identification for facility access; delivery vehicles must have working locks with no weapons or animals permitted. The State reserves the right to reject any or all bids and amend the solicitation. This procurement may be partially or wholly funded with federal funds, with the percentage disclosed upon notice of award.
