About this opportunity

Menard Correctional Center is soliciting bids for 40,000 yards of white terry cloth material in fabric bolt form for production of terry towels and washcloths, with proposals due September 10, 2026.

Vendors must comply with Standard Illinois Certifications at bid submission and throughout the contract term, including 33 certification categories covering educational loan default status, pension early retirement incentive history, collective bargaining obligations, criminal history restrictions, conflict of interest, state debt delinquency, tax remittance, environmental compliance, equal employment opportunity, drug-free workplace, restrictions on foreign-made equipment and child labor, IT accessibility standards, political contribution restrictions, employment posting through IllinoisJobLink.com, and cybersecurity directives from the Department of Homeland Security. False statements or non-compliance may result in contract voidance, suspension, debarment, denial of payment, civil fines, or criminal penalties. Vendors with contracts exceeding one year must recertify annually by January 1st. All certifications must be included in any subcontracts.

The terry cloth specification establishes detailed material requirements including fiber composition, weight, color standards, dimensional tolerances, and quality benchmarks for durability, colorfastness, shrinkage limits, and other physical properties necessary for withstanding institutional laundry processes and regular use in a correctional facility.

Under Illinois Prompt Payment Act (30 ILCS 540), invoices are due by July 31 for work completed through June 30. Contracts valued at $1,000 or more require a $15 fee deducted from the first payment. Vendors must maintain comprehensive records for three years (five years if federal funding applies), obtain prior written approval for subcontractors, secure $1,000,000 general commercial liability insurance, and comply with all federal, state, and local laws. The State reserves the right to terminate for convenience with 30 days' notice or for cause immediately. All contracts remain subject to appropriation availability and the Illinois Freedom of Information Act.
