About this opportunity

The Missouri Department of Conservation is requesting bids on timber stand improvement (TSI) services at the White Ranch Conservation Area in Howell County under IFB MDC 0000000283SL, with responses due October 22, 2026 at 2:00 p.m. Central Time. The procurement carries a 3% contract award preference for Service-Disabled Veteran Business Enterprises (SDVEs) and Honorably Discharged Veteran Enterprises (HDVEs) meeting OEO certification, and a 5–15 bonus-point preference for participation by Organizations for the Blind or qualified sheltered workshops.

The scope encompasses TSI operations on two compartments totaling 118.2 acres — Compartment 3 (26 acres) and Compartment 4 (92 acres) — including overstory and understory thinning, selective tree felling, and vegetation management in accordance with detailed forestry standards. Tours of work areas are available upon request by contacting Tyler Trantham at 417-256-7161. Work is performed on-site at the White Ranch Conservation Area.

Suppliers must submit firm, fixed prices per acre with all labor, equipment, materials, and supplies incorporated into the bid. Prior to award, suppliers must provide a "Vendor No Tax Due" certificate from the Missouri Department of Revenue, Secretary of State registration or exemption documentation, E-Verify enrollment if applicable, and conflict of interest certifications. Evaluation is based primarily on cost (maximum 200 points), compliance with mandatory requirements, and adherence to Missouri state procurement law and preferences. The contract period runs from date of award through one year, subject to annual appropriation by the Missouri General Assembly. The Department retains the option to add or remove work areas and adjust priorities during the contract term, and reserves the right to terminate for convenience with 30 days' written notice or for breach with a 10 state business day cure period. Submission via MissouriBUYS powered by MOVERS is preferred.
