About this opportunity
The New Hampshire Department of Administrative Services, Division of Procurement and Support Services, is requesting bids on one wheelchair-accessible bus under RFB 10-27, with bids due July 29, 2026 at 10:30 a.m. Eastern Time and questions due July 27 at 4:00 p.m.
The State seeks a Starcraft Allstar 22-foot wheelchair-accessible bus or equivalent that accommodates up to 15 persons total (14 passengers plus 1 driver) without requiring a Commercial Driver's License. The vehicle must be ADA-compliant, white exterior, gas-powered (no diesel), with a maximum height of 9 feet 5 inches, and include a wheelchair lift on the right (curb) side with a minimum of four wheelchair securing spots. Required equipment includes air conditioning and heating, backup alarm and camera, fire extinguisher, seat belts, dual entry grab rails, ceiling grab rails, adjustable driver seat, interior and exterior lighting, radio, and vinyl seating for ease of cleaning.
Award determination is based on the lowest total net cost, calculated by subtracting the trade-in value of a 2016 Ford Cutaway (43,933 miles) from the new bus price. Bidders must provide a detailed trade-in appraisal supported by reputable, publicly available market valuation or their bids will be rejected as non-responsive. All bid prices must be firm, include F.O.B. delivery to the New Hampshire Veterans Home Maintenance Shop in Tilton, and incorporate all costs without additional surcharges or fuel charges.
Successful vendors must complete delivery within 90 days of purchase order receipt and remove the existing trade-in bus prior to delivering the new vehicle. A warranty of not less than one year or the manufacturer's standard period (whichever is greater) covering 100 percent of parts, shipping, labor, travel, lodging, and expenses is required. Vendors must be registered to conduct business in New Hampshire and maintain a completed Vendor Application Package with the Bureau of Purchase and Property. Site visitations of the trade-in vehicle are available July 16–28, 2026. Payment terms provide 30 days after invoice receipt or upon delivery, inspection, and acceptance, whichever is later, via ACH transfer.
