About this opportunity

The California Military Department is seeking a contractor to conduct a comprehensive Western Spadefoot Toad Survey at Camp Roberts, located in southern Monterey and northern San Luis Obispo Counties. The Invitation for Bid (IFB) Event #36527 requires qualified biologists to perform detailed biological surveys to determine the presence and distribution of western spadefoot toads within Camp Roberts boundaries. The survey will span an 18-month period from September 30, 2025, through March 29, 2027, involving visual encounter surveys at three seasonal reservoirs and three vernal pool complexes. Bidders must submit personnel with at least a bachelor's degree in wildlife biology and three years of recent herpetofauna survey experience. The project deliverables include developing a draft and final survey report, as well as creating a Spadefoot Monitoring Protocol for future use by the California Military Department. All questions regarding the IFB must be submitted to Christopher Russell at Bids@cmd.ca.gov no later than 1:00 PM on September 4, 2025, with bids due by September 11, 2025, at 1:00 PM. The contract will be awarded to the lowest responsive bid from a qualified, responsible bidder.

The California Military Department has waived Disabled Veteran Business Enterprise (DVBE) participation requirements for this project due to time constraints. While small business preferences may be considered, no specific set-aside designations are explicitly mentioned in the documentation. The contractor will be responsible for providing all personnel, labor, materials, tools, equipment, insurance, and transportation necessary to complete the survey. Surveys will involve night surveys for adult spadefoots during early season (February-March) and day visual encounter surveys for late-stage tadpoles and post-metamorphic juveniles in April-May, with methodology adaptable to environmental conditions. Most survey locations are accessible via paved or all-weather roads, with one location (Yankee Plot) requiring on-foot access after rain events or during seasonal trail closures. While the total contract value is not explicitly stated, bidders are required to provide a comprehensive cost breakdown for each task in the statement of work. The successful contractor must coordinate closely with Range Operations and demonstrate flexibility in survey timing and methodology.
