About this file

This document is Addendum 1 to an Invitation for Bid (IFB) issued by the California Military Department's Office of the Adjutant General for a Western Spadefoot Toad Survey at Camp Roberts, California. The solicitation (Event #36527) seeks a contractor to conduct biological surveys during a single calendar year, specifically from February to May, with flexibility for site visits based on weather conditions and training schedules. The surveys will involve night surveys for adult spadefoots during early season (February-March) and day visual encounter surveys (VES) for late-stage tadpoles and post-metamorphic juveniles in April-May, with potential methodology overlap depending on environmental conditions.

The bid opening remains scheduled for September 11th, 2025, at 1:00 pm local time, with contractors required to sign and return the addendum with their proposal. Most survey locations are accessible via paved or all-weather roads, with one location (Yankee Plot) requiring on-foot access after rain events or during seasonal trail closures. The document provides clarification on survey timing, methodology, and site accessibility, emphasizing the need for coordination with Range Operations and adaptability to changing environmental conditions. Contractors must ensure their proposal addresses these specific survey requirements and logistical considerations at Camp Roberts.

Subject: Addendum 1 to Invitation for Bid, Event #36527 Western Spadefoot Toad Survey Camp Roberts, California

The following changes to the Invitation for Bid (IFB) have been made and shall be part of the contract document issued from this solicitation:

The following are the questions and answers submitted for this solicitation:

1. Will there be flexibility for us to respond to weather conditions on short notice or must we arrange our site visits well in advance during the Feb - May survey window?

We would prefer to have some rough dates scheduled and then be able to switch them based on weather conditions. This allows for better communication with Range Ops and deconflicting training schedules. Short notice of <8hrs may be hard to accommodate. Site visit availability is also based on training schedules.

2. Are the surveys to be performed during one calendar year or two? If two, are 6 visits required each year?

The surveys will take place during 1 calendar year.

3. We would typically schedule night surveys for adult spadefoots during forecasted rain events, although rain certainly doesn't need to be falling. However, apparently no work is allowed during inclement weather. We have 4wd vehicles.

Would the roads be drivable the night after a rain event?

The majority of the locations are located off of paved and all-weather roads. These are able to be driven in/after a rain event. There is one location (Yankee Plot) that is not accessible by all-weather road. This location will need to be walked out to if rain has fallen within 2 weeks, or trails are declared off-limits due to seasonal closures.

4. Our proposal would emphasize night surveys for adults early in the season (Feb - March) and day VES surveys for late-state tadpoles and post-metamorphic juveniles later in the season (April - May), perhaps with some overlap based on the environmental conditions.

This will be acceptable survey methodology.

The bid opening time remains the same. All bids must be submitted to the Contracting Office no later than 1:00pm local time on September 11th, 2025.

ALL OTHER CONDITIONS REMAIN THE SAME

Contractor is required to sign this document and return it with their Proposal Form to this office. Bids received without the signed Addendum may be determined as non-responsive by the Contracting Officer and may be cause for the rejection of your bid.
