About this opportunity
The Westchester County Department of Public Works and Transportation is requesting proposals for exclusive transit bus and paratransit vehicle advertising services for the Bee-Line system, with proposals due September 25, 2026 at 4:00 p.m. Eastern Standard Time. The selected vendor will hold the exclusive right to solicit, sell, and place advertisements on the County's fixed-route bus fleet and paratransit vehicles.
The Bee-Line system comprises approximately 325 fixed-route buses (35-foot, 40-foot, and 60-foot vehicles) across nearly 60 routes serving 21–22 million annual passengers, plus a paratransit fleet of 123 vehicles serving over 400,000 passengers annually. Advertising placements include exterior full wraps on 10% of the fixed-route fleet, full-back treatment on 10%, and eight interior car cards per bus; the County retains space for public benefit announcements.
The contract term is five years (January 1, 2027 through December 31, 2031) with an optional five-year renewal at the County's discretion. Proposers must demonstrate a minimum of five years of relevant experience in the tri-state area, knowledge of transit advertising and bus shelter equipment operations, and financial capacity showing positive cash flow and net worth.
Evaluation weights 70 points to qualifications and approach (proposer qualifications and experience at 20 points; staff qualifications at 25 points; project methodology and approach at 25 points) and 30 points to pricing. Proposers must carry $1 million combined single-limit commercial general liability, $2 million umbrella coverage, and $1 million automobile liability, with the County named as additional insured. Submissions require one original and four hard copies of the complete proposal, plus one electronic PDF copy on USB drive with separate files for pricing and non-pricing portions. Certification schedules addressing minority/women business enterprises, Northern Ireland business dealings, criminal background disclosures, service-disabled veteran ownership, and conflicts of interest must be included. Requests for clarification close August 21, 2026 at 12:00 p.m., with written responses posted on or before September 4, 2026.
