About this opportunity

The Colorado State Patrol is soliciting proposals for wellness and stress injury prevention services under RFP DQ RBAA 2027-115, with proposals due October 7, 2026 at 2:00 p.m. Mountain Time — note that the posted date is October 6, 2026, making this a rapid-turnaround procurement.

The scope is a comprehensive physiological monitoring and coaching program serving up to sixty law enforcement personnel through June 30, 2027. Deliverables include approved wearable devices (Garmin, OURA, or WHOOP) with integrated data collection; continuous monitoring of sleep duration, heart rate variability, resting heart rate, recovery, and strain trends; access to the COYA platform for translating biometric data into actionable wellness guidance; individualized coaching services focused on sleep optimization and stress management; and periodic reporting of aggregate, de-identified data to CSP Wellness Program leadership. The contractor must provide onboarding, implementation support, and technical assistance to participants and maintain a secure, confidential platform compliant with privacy requirements. Coaching staff must be trained in stress management, recovery, behavioral change, and wellness practices.

Required qualifications include demonstrated prior experience working with first responders, law enforcement agencies, military organizations, or other high-stress occupational populations. No set-asides or incumbent protections are specified.

The estimated annual budget is $75,000 to $100,000 depending on service utilization and program scope. The contract term is two years with potential renewal options for additional one-year periods at the state's discretion. Billing is structured as payment per cohort of members. Bidders must submit pricing on Exhibit B (Pricing Sheet) and complete a W-9 form. All proposals must comply with Exhibit D (PO Terms and Conditions).
