Request for Proposal (DQ) #: RBAA 2027*115 Project Title: Wellness and Stress Injury Prevention

Services Date Due: Wednesday, October 7, 2026, at 2:00 PM MT

Exhibit A – Statement of Work

Objective:

To provide a proactive physiological monitoring and coaching platform designed to identify and mitigate chronic stress injury, sleep disruption, burnout, and other conditions associated with cumulative trauma exposure in law enforcement personnel. Services include providing users with a wearable device with data integration, biometric monitoring, individualized coaching, and ongoing support focused on recovery, resilience, and long-term wellness.

The contract will include up to sixty (60) members and will run through June 30th, 2027.

Purpose and Need for Independent Contractor:

The Colorado State Patrol recognizes that law enforcement professionals operate in a high-stress environment with repeated exposure to trauma, critical incidents, shift work, sleep disruption, and operational demands. These factors can negatively impact mental health, physical health, job performance, family relationships, and overall wellbeing.

The Colorado State Patrol is committed to providing proactive wellness resources that identify risk factors before they progress into significant mental health concerns. Traditional interventions often occur after symptoms have developed. COYA offers an upstream approach by focusing on physiological indicators associated with chronic stress accumulation, poor recovery, and sleep disruption.

Through biometric monitoring, individualized coaching, and data-driven wellness support, COYA provides CSP members with tools to improve resilience, recovery, sleep quality, and overall wellness. This program supports the organization’s commitment to reducing cumulative stress injury, improving quality of life, and strengthening member readiness.

Deliverables:

The contractor shall provide the following services:

• Wearable device (approved devices include Garmen, ŌURA, and WHOOP) with data integration (note: contractor is to provide to users with the option to continue services after program completion).

• Continuous monitoring of physiological indicators associated with stress and recovery, including:

• Sleep duration and consistency

• Heart Rate Variability (HRV)

• Resting heart rate
