About this opportunity

The New Hampshire Department of Administrative Services, Division of Procurement and Support Services, is requesting bids on behalf of the Fish & Game Department for well repair, maintenance, and installation services under RFB F&G 2027-01, with bids due August 5, 2026 at 10:00 AM Eastern Time.

The scope encompasses emergency repairs (24- to 48-hour response), preventative maintenance, and non-emergency repairs across six fish hatchery facilities: Berlin, Carroll, Warren, New Durham, Milford, and New Hampton. Services include well cleaning and reconditioning following the AquaFreed process or state-approved equivalent using hydraulically operated surging equipment (cable tool rigs prohibited); well and pumping equipment inspection and repair with detailed pre- and post-cleaning capacity analysis; pump rental; new well installations including engineering and permitting; and well function testing. All work must be performed by vendor personnel without subcontracting. Vendors must provide 24/7 availability for emergency calls and maintain a dedicated account representative with 24-hour response capability to agency inquiries. Bidders may elect to serve all six locations or submit "no bid" for facilities where they decline service; pricing is structured as separate hourly rates for normal business hours (Monday–Friday, 7:30 AM–4:00 PM, excluding state holidays) and after-hours service.

The contract runs through June 30, 2029, with an option to extend for up to two additional years under mutual agreement and gubernatorial approval. Pricing must remain firm for the entire contract term with F.O.B. destination delivery at no cost to the state. Unit prices are binding if discrepancies arise between unit and extension prices. The contract is non-exclusive; the state retains the right to appoint other contractors and award by item, part, or portion. Vendors must provide proof of comprehensive general liability insurance of at least $1 million per occurrence and $2 million aggregate, plus workers' compensation compliance. All replacement parts must be new and equivalent quality; materials beyond contract identification are invoiced at no more than 10 percent above vendor cost. Warranties cover 100 percent of repair or replacement costs for a minimum of one year or the manufacturer's standard period, whichever is greater. Questions are due July 22, 2026; state responses to questions are due July 28, 2026. Site visitations are vendor-coordinated using contacts in the offer sheet.
