About this opportunity

The County of Page, Virginia is soliciting Statements of Qualifications for design-build services to construct a new 2,500-square-foot welding shop at the Page County Technical Center, with questions due November 12, 2026 and SOQs due November 30, 2026. This is the first phase of a two-phase design-build procurement, and the County will shortlist qualified offerors for a subsequent RFP.

The shop will accommodate 20 students and one instructor, with 20 welding stations, equipment storage, a handwashing sink, and a changing area with lockers. The work will include, but is not limited to, relocating existing welding stations and equipment, installing soundproofing, constructing a concrete pad, installing a roll-up door, and creating a gravel access drive. The County anticipates a pre-engineered steel building system may provide an efficient solution, though offerors may propose alternatives demonstrating equal or superior performance. Offerors must demonstrate experience with comparable vocational or technical education shops, maintenance facilities, or light industrial workshops regardless of project delivery method, knowledge of pre-engineered steel buildings and structural systems, and understanding of accessibility, occupational safety, building code, and fire protection requirements. Key personnel must remain in place through procurement and contract execution unless the County approves a replacement. Required insurance includes workers' compensation, employer's liability of $100,000, and commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate.

SOQs will be scored on relevant experience and expertise (40 points), professional team qualifications (20 points), availability and capacity to meet the project schedule (20 points), and client references from similar projects completed within the past ten years (20 points). The County reserves the right to request clarifications, conduct oral presentations, reject any or all SOQs, or cancel the solicitation if one offeror is clearly more highly qualified than others.

Question responses are due November 19, 2026. SOQs are due November 30, 2026 at 2:00 PM via mail, hand delivery, or eVA. The County anticipates shortlisting at least three offerors and releasing the RFP on December 10, 2026. Technical and cost proposals from shortlisted offerors are due January 19, 2027 at 2:00 PM, with award anticipated February 17, 2027 and mobilization expected in May 2027. The contract is subject to appropriation of funds by the Board of Supervisors and may be terminated by the County with 30 days' written notice for convenience or immediately for cause.
