About this opportunity

The Maryland Aviation Administration is requesting bids for on-call welding services at Baltimore/Washington International Thurgood Marshall Airport under IFB BWI2703M, with bids due November 16, 2026 at 2:00 p.m. This is a Small Business Reserve procurement restricted to certified small business vendors registered in Maryland's eMMA system.

Bidders must demonstrate a minimum of five years of commercial welding experience as a company, with all employees holding current Maryland welding certifications. Work encompasses maintenance, repairs, and new projects across the airport's 3,600-acre campus, including the main terminal, skywalks, garages, parking areas, restrooms, storefronts, outfalls, and outbuildings. All work must comply with American Welding Society standards, International Organization for Standardization requirements, Welding Procedure Specifications, and accepted industry practices.

The maximum contract value is $200,000 over the three-year term from Notice to Proceed or until funds are depleted, whichever comes first. Compensation uses a time and materials model with separate straight-time hourly rates for Monday–Friday work between 7:00 a.m. and 5:00 p.m., and overtime rates for work outside these hours, on weekends, or on state holidays. Material costs are reimbursed at actual purchase price with supporting documentation.

The contractor must respond to service requests within one business day and submit detailed work proposals within one business day of site visits. Commercial general liability insurance of $1,000,000 per occurrence, commercial automobile liability of $1,000,000 per accident, and workers' compensation at statutory limits are required, with the State of Maryland and MAA named as additional insureds. Invoices must be submitted within 20 days of month-end, identified with the contract number and vendor tax identification.

A public bid opening is scheduled for November 16, 2026 at 2:30 p.m. via Microsoft Teams.
