About this opportunity

The Village of Schaumburg, Illinois is requesting proposals for website strategy, design, development, and ongoing services for three coordinated digital properties—the Village of Schaumburg website, Al Larson Cultural Center website, and 90 North economic development district website—under RFP 2026-RFP-061, with proposals due October 16, 2026 at 4:00 pm via OpenGov e-Procurement Portal.

The mandatory scope includes discovery and strategy, information architecture and user experience design, creative design and storytelling, content strategy and migration, accessibility compliance, CMS development and integrations, testing, training, and launch support, followed by ongoing hosting, maintenance, and support services. Implementation is anticipated to begin in May 2027 for an initial one-year contract term with options for three additional one-year extensions. Respondents must demonstrate experience delivering comparable public-sector website projects and provide up to three relevant project examples completed within the past five years, with preference for local government work involving multisite portfolios and ongoing support. The Village retains ownership of all Village-provided content, data, and custom deliverables; the selected vendor must ensure data portability and provide transition assistance upon contract expiration or termination.

Optional add-on services include agenda and meeting management, FOIA request management, community engagement platforms, and chatbot/AI technology integration. Respondents must submit complete and transparent cost proposals separately identifying implementation costs by service category and allocation among the three websites, as well as annual pricing for each renewal year.

Evaluation criteria are firm qualifications and relevant experience (20 points), project understanding and proposed approach (30 points), CMS and technical solution quality with ongoing support (25 points), and cost completeness and value (25 points). The selected vendor must maintain $1,000,000 general liability, $1,000,000 automobile liability, and $2,000,000 umbrella coverage, with the Village named as additional insured. All proposals must comply with Illinois employment, human rights, and drug-free workplace requirements. Questions are due October 9, 2026 at 12:00 pm. Respondents must submit complete proposals for the mandatory website scope to be considered.
