About this opportunity
Brushy Creek Municipal Utility District (BCMUD) in Round Rock, Texas is requesting proposals for comprehensive website provider services under an RFP with proposals due November 13, 2026 at 2:00 p.m., and questions due October 23, 2026 at 12:00 p.m.
The scope encompasses design, implementation, hosting, and maintenance of a modernized municipal website serving approximately 18,300 residents. Required deliverables include content management system (CMS) operations, complete content migration from existing systems, WCAG 2.1 Level AA accessibility compliance, task-based resident-facing navigation with service integration, reliable hosting with 99.9% uptime commitment, staff training, daily backups with 24-hour recovery-point objectives, 24/7 critical-incident reporting, and ongoing technical support. Proposers must demonstrate substantial experience with U.S. public-sector municipal websites, evidence of WCAG 2.1 Level AA conformance delivery, and provide an integrated end-to-end solution through a single accountable provider. Optional services include structured resident request/case-management capabilities, AI-assisted services, and additional content or document work, each separately priced.
The contract includes an initial three-year managed-service term beginning at production launch, with two one-year renewal options exercisable by the District, for a total evaluation period of five years. Pricing must be submitted as a complete cost matrix showing one-time implementation costs and annual recurring charges for years one through five, with the evaluated total encompassing implementation plus 60 months of base managed services and required end-of-term data export. All mandatory requirements must be included in the base price with no double counting.
The District anticipates approximately six months for implementation following award, with selection interviews potentially scheduled for December 14–18, 2026, and agreement approval targeted for February 11, 2027. Responses to timely submitted questions will be issued in an addendum no later than October 30, 2026. Proposals are submitted to Lori Brown at the District's office in Round Rock.
