About this opportunity
The South Dakota Department of Labor and Regulation (DLR) is seeking professional services for comprehensive website development and maintenance through Request for Proposal #25RFP16292. The procurement targets a single agency with extensive experience in website development to create a new website for dlr.sd.gov, with specific requirements including responsive design, content management capabilities, and robust functionality. Key deliverables encompass website development, content migration, user testing, content management system (CMS) training, and ongoing optimization. The project demands integration of features such as social media connectivity, multi-language support, and analytics reporting, with mandatory compliance to Web Content Accessibility Guidelines (WCAG 2.1, AA). Evaluation criteria will focus on specialized expertise, technical competence, past performance, organizational resources, project management techniques, and overall cost. Critical dates include a proposal due date of September 6, 2025 at 11:59 PM CST, with proposal evaluations anticipated by September 26, 2025, and potential contract award/negotiation by October 24, 2025. All written questions must be submitted via email to dawn.dovre@state.sd.us, with the specific subject line "#25RFP16292", and the Bureau of Information and Technology (BIT) must approve all IT-related purchases.
The solicitation does not explicitly specify set-aside designations or restrictions for disadvantaged enterprises. The contract term is proposed from November 1, 2025, to December 31, 2028, with potential for initial design fees and subsequent maintenance billing arrangements. While specific budget details are not definitively stated, the procurement suggests a comprehensive website solution requiring significant technical capabilities. The state reserves the right to reject any proposals that do not meet their comprehensive requirements. Vendors must be prepared to work closely with DLR and potentially integrate with existing state technological infrastructure. No incumbent vendor information is provided in the available documentation. Interested agencies should carefully review the full RFP document and be prepared to demonstrate extensive website development expertise, particularly in government and public-facing digital platforms.
