The scope encompasses cleaning and pressure washing approximately 28,610 square feet of combined roof area (12,810 SF metal roof and 15,800 SF modified asphalt roof) and 18,250 square feet of wall surfaces; removal and replacement of sealants at doors, windows, masonry, stucco, and glass-block installations; repair of deteriorated mortar joints and stucco cracks; replacement of metal fascia with stainless-steel components; installation of new coating systems on metal and asphalt roofs; liquid flashing at roof penetrations; replacement of roof hatches; reinstallation of downspouts and gutters; and complete exterior painting. The scope includes detailed material and installation specifications (including manufacturer-specific sealant and coating products), mock-up approval requirements, and work sequencing. The contractor must maintain building watertight conditions, employ a full-time superintendent as a direct employee, and subcontract specialty trades to firms with minimum five-year experience. A full-time quality control manager and independent third-party testing agency are required.
Evaluation is weighted equally across four criteria (25 points each): Company Experience (public-sector weatherproofing projects on occupied facilities completed within three years), Personnel Experience (Project Manager and Superintendent qualifications), Fee Proposal, and Proposed Schedule. Minimum submission requirements include a 5 percent certified check or bid bond, attendance at the mandatory pre-proposal meeting, and a valid Florida CGC or CBC license. The successful contractor must furnish a Public Construction Bond per Florida Statutes Section 255.05 within ten days of award and secure minimum insurance coverage of $1 million Commercial General Liability, $1 million Business Auto Liability, statutory Workers' Compensation, and $1 million Contractors Pollution Liability or Environmental Impairment Liability. Award is anticipated within 90 days of RFP opening. Work is scheduled to commence September 14, 2026. Written questions are due August 18, 2026 at 5:00 p.m. The City reserves the right to award to one or more respondents and reject any or all proposals.
