Simpson Park Community Center Weatherproofing, Roof Repairs and Roof Coating Project
This is a Project Manual and Specification document prepared by PBA Design Group, Inc. for the City of Lakeland, Florida, detailing weatherproofing, roof repairs, and roof coating work at Simpson Park Community Center located at 1725 Martin Luther King Jr. Avenue, Lakeland, Florida 33805. The project encompasses exterior painting, weatherproofing, roof coating, and related work including glass unit masonry repointing, stucco crack repair, wet glazing, and exterior paint systems. The scope spans nine divisions of work with specific requirements for division 1 general requirements covering work summary and restrictions, grounds cleaning with metal detection sweeps, substitution procedures, change and clarification procedures, payment procedures, photographic documentation, submittal procedures, quality control requirements, temporary facilities and controls, and closeout procedures. The contractor is required to submit a detailed construction schedule within 14 days of Notice to Proceed, with work to be performed during daytime hours (6 a.m. to 6 p.m. weekdays) to avoid disrupting facility operations. The contractor must maintain building watertight conditions throughout construction, provide a full-time superintendent as a direct employee, employ specialized subcontractors with minimum five-year experience for specific trades including coatings and sealants, and conduct daily metal detection sweeps of all work areas.
The project manual establishes comprehensive quality assurance and quality control protocols requiring contractor engagement of independent third-party testing agencies and a full-time quality control manager, with provisions for manufacturer's technical representatives and field inspections. Contractor responsibilities include providing all temporary facilities, utilities, sanitary facilities, and site protection at contractor expense, unless otherwise authorized by the construction contract. Payment procedures require submission of applications with detailed schedules of values, supporting subcontractor applications, aerial photographs, and updated construction schedules, with retainage held and released per contract terms. The contractor must achieve Substantial Completion with a punch list before final completion, submit extensive closeout documentation including warranties, color schedules, subcontractor lists, and final accounting of all changes, and maintain records of all tests and inspections throughout the project duration. Specialty trades including concrete, asphalt, landscaping, coatings, roofing, and HVAC/plumbing/electrical work must be subcontracted to companies with established reputations for quality workmanship specializing in such work for a minimum of five years.
