About this opportunity

The Missouri Department of Transportation (MoDOT) is seeking a comprehensive weather forecasting services contract through an Invitation for Bid (IFB605CO21000931) to provide a specialized website and smartphone application. The procurement requires a vendor to deliver 72-hour winter precipitation forecasts and 24-hour pavement and bridge temperature, frost, and winter precipitation accumulation forecasts for all Missouri counties. The services must be supported 24 hours a day, seven days a week from the notice to proceed through April 30, 2021, and require at least two professional meteorologists on staff. The application must provide automated notification texts and/or emails to users upon request, alerting them to varying percentages of forecasted frost or winter precipitation. The evaluation criteria will be weighted as follows: Experience, Expertise and Reliability (30%), Demonstration (30%), and Proposed Fee (40%). The original bid submission deadline was December 22, 2020, but was modified through Addendum 001 to December 18, 2020, at 2:00 PM CST. Due to COVID-19 restrictions, MoDOT will only accept electronic submissions, mail, UPS, or FedEx deliveries.

MoDOT encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with specific goals of 10% MBE and 5% WBE participation. Service-Disabled Veteran Enterprise (SDVE) vendors may also receive consideration. The contract requires the selected vendor to maintain commercial general liability insurance ($500,000 per person/$3,000,000 per occurrence), automobile liability insurance with the same coverage limits, and workers' compensation insurance. Payment will be made monthly for actual services performed from November 1 through April 30, 2021. The vendor must also provide online training for the website, smartphone applications, and automated alert system during the initial contract period. While no specific budget range was explicitly stated, pricing will be evaluated on a total cost basis using the bid prices and quantities provided. MoDOT reserves the right to purchase services using the state purchasing card and will not make advance deposits.
