About this opportunity

Schuylkill County, Pennsylvania, on behalf of Wayne Township, is soliciting sealed bids for the Wayne Township Park ADA Improvements Project through electronic submission via PennBid with a deadline of 9:00 AM on Wednesday, May 20, 2026. The project scope encompasses site preparation and installation of an 8-foot by 10-foot ADA-accessible fishing deck with composite decking and railing, construction of a 5-foot asphalt access path, and restoration of disturbed areas at Summit Station Park. Bidders must demonstrate a minimum of five years of documented experience in comparable work and submit detailed experience questionnaires, subcontractor lists, and qualifications documentation. Each bid must be accompanied by a bid bond, certified check, or cashier's check equal to not less than 10 percent of the bid amount, along with a signed non-collusion affidavit. A non-mandatory pre-bid conference will be held on-site on Tuesday, May 5, 2026, at 10:00 AM, and bids will remain open for 60 days from opening unless delayed by governmental approval, bond sales, or grant awards, in which case bids remain open for 120 days. The contract requires substantial completion within 60 calendar days and final completion within an additional 60 calendar days, with liquidated damages assessed at $500 per calendar day for delays beyond these deadlines.

The contract is subject to prevailing wage rates established under the Davis-Bacon Act and requires compliance with federal labor standards certifications, public works employment verification forms, non-segregated facilities certifications, and MBE/WBE participation statements. Bidders must submit performance and payment bonds each equal to 100 percent of the contract price and comprehensive general liability insurance with a minimum coverage of $2,000,000 general aggregate, along with property insurance for full replacement cost of the work. The project is funded in part by a grant from the U.S. Department of Housing and Urban Development under the administration of the Pennsylvania Department of Community and Economic Development, with contract documents available electronically at no cost via PennBid or as hard copies for a fee through ARRO Consulting, Inc., the engineer of record. Retainage of 10 percent applies until 50 percent completion, reducing to 5 percent thereafter. While no specific budget range is listed, the presence of HUD grant funding and the comprehensive bonding and insurance requirements suggest a significant public works project with substantial contract value.
