About this opportunity

The City of Wheat Ridge, Colorado is requesting proposals for wayfinding signage design, fabrication, and installation along the Clear Creek Trail corridor, with proposals due July 30, 2026 at 2:00 p.m. Mountain Time and questions due by July 16. The project is federally funded and requires 80% Colorado labor compliance under the Keep Jobs in Colorado Act.

The scope encompasses approximately 6–9 double-sided wayfinding signs (9 feet tall by 1.5 feet wide), approximately 33 smaller trail confirmation and directional signs, 12 trail and greenbelt access signs, and possibly 7–8 double-sided mileage marker signs. All signage must comply with the Clear Creek Trail brand standards and meet specifications for UV resistance, graffiti resistance, corrosion resistance, and suitability for Colorado climate conditions. The signage system serves a 65-mile multi-use trail extending from Golden in Jefferson County to the South Platte River Trail in Adams County, traversing four counties, eleven cities and towns, three recreational districts, and a state wildlife area. The City intends to order signs in spring 2027 with installation targeted for summer/fall 2027.

Proposers must demonstrate compliance with the Keep Jobs in Colorado Act's 80% Colorado labor requirement, maintain commercial general liability and professional liability coverage of at least $1 million each, and confirm non-debarment status via sam.gov. Pricing must exclude sales and use tax.

Evaluation uses a Best Value approach weighted across five criteria: firm capabilities and references (15 points), scope of submission and team qualifications (15 points), effective approach and timeline (30 points), plan effectiveness (20 points), and price and total cost of ownership (20 points). The City may conduct interviews and will negotiate with the highest-ranked firm. The City reserves the right to reject any or all proposals or make multiple awards if deemed in its best interest.

Opportunity text

The Clear Creek Trail and Wheat Ridge Greenbelt Trail Signage Guidelines project is the culmination of a years-long planning process that involved the several jurisdictional entities and the consultant team. A concrete trail adjacent to Clear Creek currently runs from the west side of Golden in Jefferson County to the South Platte River Trail (SPRT) in Adams County. It is primarily an off-street trail, but there are some sections that are on-street and there are a few areas where the trail is not continuous or it does not appear continuous due to the lack of signage and wayfinding. Along this extent, the trail travels through four counties, eleven cities and towns, three recreational districts, and a state wildlife area.

These jurisdictions identify this trail with various names. It is known as the Clear Creek Trail in Adams County, the City of Golden, and the City and County of Denver; the Clear Creek County Greenway in Clear Creek County; the Clear Creek Canyon Trail in Jefferson County; and the Wheat Ridge Greenbelt in the City of Wheat Ridge. The desire to create a singular name and identity for this trail arose.

When built to the fullest extent, the Clear Creek Trail will be part of a trail system from Glenwood Springs to the Denver International Airport.
