About this opportunity

The Florida Department of Agriculture and Consumer Services (FDACS), Office of Agricultural Water Policy, is conducting a statutorily mandated fifteen business day advertisement for an intended single source procurement with Watershed Technologies, LLC. This procurement involves agricultural and rural cooperative services focused on operating, optimizing, and maintaining ten existing hybrid wetland and chemical treatment systems (HWTT) deployed across Leon County. The primary deliverables include monitoring phosphorus load reductions from these treatment systems and creating geographic information system (GIS) data layers representing the deployed technology. The successful vendor must possess specialized expertise in designing and implementing sustainable environmental treatment technologies, along with demonstrated knowledge in wastewater and surface water treatment. The contract will execute immediately upon award and continue through September 30, 2027, with a prospective vendor information submission deadline of April 23, 2026, at 4:00 PM. Interested prospective vendors should direct inquiries to Brittany Harvey at (850) 617-7181 or Procurement@FDACS.gov.

Watershed Technologies, LLC has been identified as the sole source provider due to its exclusive ownership of the patented hybrid wetland and chemical treatment technologies covered by U.S. Patents 7,014,776; 7,179,387; and 7,510,660, along with additional pending patents and proprietary intellectual property. The vendor was expressly formed for the deployment and optimization of HWTT technologies and retains key staff from Azurea, Inc., Federico & Associates, Inc., and DB Environmental, Inc., providing the specialized technical expertise required for project execution. Additionally, Watershed Technologies, LLC holds the necessary landowner permissions to operate and monitor the ten existing hybrid wetland and chemical treatment systems currently in place. This single source procurement does not appear to include set-aside designations for disadvantaged enterprises or restrictions on organizational type, as the statutory single source justification is based solely on patent ownership and proprietary technology. The estimated contract value for this procurement is up to $8,700,000. Upon review of any prospective vendor information received, FDACS will post notice of its intended decision on the Vendor Information Portal pursuant to Section 120.57(3), Florida Statutes.
