This is a Description of Intended Single Source Purchase (PUR 7776) filed by the Florida Department of Agriculture and Consumer Services for procurement from Watershed Technologies, LLC. The procurement involves agricultural and rural cooperative services focused on operating, optimizing, and maintaining ten existing hybrid wetland and chemical treatment systems, monitoring phosphorus load reductions, and creating GIS data layers representing the deployed technology. The service contact is Brittany Harvey, reachable at (850) 617-7181 or Procurement@FDACS.gov. The document was posted on April 2, 2026, with a deadline for receipt of vendor information by April 23, 2026. The contract will execute immediately upon award and continue through September 30, 2027. The procurement is being conducted by the Office of Agricultural Water Policy (OAWP) and is a statutorily mandated fifteen business day advertisement period for prospective vendors to demonstrate their capability to provide the commodities or services described.

The estimated contract value is up to $8,700,000. Watershed Technologies, LLC is identified as the sole source because it holds patents to the hybrid wetland and chemical treatment technologies (HWTT) covered by U.S. Patents 7,014,776; 7,179,387; and 7,510,660, along with other pending patents and proprietary intellectual property. The vendor was expressly formed for the deployment and optimization of these HWTT technologies, utilizing key staff from Azurea, Inc., Federico & Associates, Inc., and DB Environmental, Inc. Additionally, Watershed Technologies, LLC possesses the necessary landowner permissions to operate and monitor the ten existing hybrid wetland and chemical treatment systems. The single source justification emphasizes the vendor's unique expertise in designing and implementing innovative sustainable environmental treatment technologies, its specialized knowledge in wastewater and surface water treatment, and its exclusive ownership of the patented technology required for project execution.
