About this opportunity

The Florida Department of Agriculture and Consumer Services is pursuing a single-source procurement with Watershed Technologies, LLC for an agricultural and environmental services contract covering ten existing hybrid wetlands/chemical treatment systems. The procurement is specifically focused on operating, optimizing, and maintaining these treatment systems, with key objectives including phosphorus load reduction monitoring and creating Geographic Information Systems (GIS) data layers representing deployed hybrid wetland/chemical treatment technology. The contract will run from the date of execution through June 30, 2026, with a statutorily mandated advertisement period from June 25, 2025, to July 18, 2025. Prospective vendors who believe they can provide similar commodities or services are invited to submit relevant information to the contact person by July 18, 2025. Watershed Technologies was selected as the sole source vendor due to its specialized expertise in environmental treatment technologies, ownership of specific patents related to Hybrid Wetland/Chemical Treatment Technologies (HWTT), and unique capabilities in surface water and waste treatment. The procurement is being conducted under Sections 120.57(3) and 287.057(3) of Florida Statutes, specifically within Leon County.

The procurement appears to be restricted to a single source, with no explicit set-aside designations for disadvantaged enterprises mentioned. Watershed Technologies brings together key staff from three firms: Azurea, Inc., Federico & Associates, Inc., and DB Environmental, Inc., and has secured landowner permissions to operate and monitor treatment systems at ten existing facilities. The contract has an estimated total value of $8,000,000, representing a significant investment in environmental treatment technologies. No specific incumbent vendors or existing infrastructure replacement details are provided beyond the description of the ten existing hybrid wetlands/chemical treatment systems. The procurement process allows for potential vendors to challenge the single-source designation by submitting competing information, though the department will make a final determination on whether the services are truly available from only one source. The technology appears to be highly specialized, involving patented hybrid wetland/chemical treatment approaches that require specific technical expertise and proprietary methodologies.
