About this file
This document is a Description of Intended Single Source Purchase (PUR 7776) issued by the Florida Department of Agriculture and Consumer Services, seeking to procure agricultural and rural cooperative services from Watershed Technologies, LLC. The procurement covers operating, optimizing, and maintaining ten existing hybrid wetlands/chemical treatment systems, with a contract term from the date of execution through June 30, 2026. The solicitation was posted on June 25, 2025, with a response deadline of July 18, 2025. The project's key tasks include maintaining treatment systems, monitoring phosphorus load reductions, and creating Geographic Information Systems (GIS) data layers representing deployed hybrid wetland/chemical treatment technology.
The contract has an estimated value of $8,000,000 and is being pursued as a single-source procurement due to Watershed Technologies' unique capabilities and intellectual property. The firm specializes in innovative environmental treatment technologies, owns patents for Hybrid Wetland/Chemical Treatment Technologies (HWTT), and has assembled key staff from three firms: Azurea, Inc., Federico & Associates, Inc., and DB Environmental, Inc. The procurement is grounded in Florida Statutes Sections 570.66 and 582.02, which promote efficient use of soil and water resources, protect water quality, and support agricultural sustainability. Prospective vendors are invited to provide information demonstrating their ability to supply similar services, with the agency reserving the right to determine if the services are truly available from only one source.
