About this opportunity

The City of Rock Hill, South Carolina is requesting qualifications from consulting firms to develop a SCDES-approved Watershed Based Plan for Little Allison Creek incorporating the EPA's Nine Elements, with qualifications due September 1, 2026 at 10:00 a.m., and a non-mandatory pre-qualifications meeting on August 12, 2026 at 10:00 a.m. at the City Operations Center. The project is federally funded through an EPA grant administered by the South Carolina Department of Environmental Services under FEMA Hazard Mitigation Grant Program (HMGP) award 4677-DR-SC, making 2 CFR 200 and associated federal clauses applicable.

The scope requires identification of pollution sources, estimation of load reductions from management measures, description of management measures and educational components, technical and financial assistance estimates, implementation and monitoring schedules with interim measurable milestones, success criteria, and a comprehensive monitoring plan meeting SCDHEC approval standards. The selected firm will execute the City's standard master services agreement with fees established based on draft plans to determine final scope. The anticipated project start is September 15, 2026, with an eighteen-month completion term. The City intends to award within 60 days of receiving qualifications.

The total HMGP award is $89,250, consisting of a federal share of $66,937.50 (75 percent) and a non-federal City share of $22,312.50 (25 percent). The performance period extends through November 21, 2026. Submissions must not exceed twenty pages and include company information, team qualifications and resumes, project management approach, references, legal and financial documentation, proof of professional licensure, and required federal certifications (debarment and lobbying compliance).

Evaluation is weighted: Qualifications of the Firm (30 points), Overall Qualifications of the Project Manager and Team (20 points), Understanding of Relevant Design Disciplines (20 points), Response Capability and Project Understanding (20 points), and Historical Performance with the City of Rock Hill (10 points). Required insurance includes Professional Liability of $2,000,000 per claim and aggregate, Worker's Compensation of $500,000, Automobile Liability of $1,000,000 combined single limit, and Comprehensive/General Liability of $2,000,000 per occurrence and aggregate. Questions are due August 19, 2026. Dutchman-Burgis is identified as a prior contractor on a related Little Allison Creek watershed planning engagement.
