About this opportunity

The San Diego Unified Port District's Procurement Services Department is requesting bids for waterline and valve repairs at the National City Marine Terminal, with electronic bids due September 17, 2026 at 2:00 p.m. and a virtual pre-bid conference on August 19 at 2:00 p.m. Bidders must hold a valid California State Contractors License (Classification A General Engineering Contractor) and either possess or subcontract a State of California Class C-22 Asbestos Abatement Contractor License — mandatory qualifications that filter the bidder pool due to ACP pipe removal and disposal requirements.

The scope encompasses removal and replacement of existing 10-inch and 12-inch water main valves and associated 2-inch bypass valves and piping at three locations within the terminal; excavation, trenching, and proper ACP pipe disposal; installation of new valves, fittings, and couplers; temporary water bypass systems; dewatering as necessary; pavement removal and restoration; fire protection permitting and inspections; and testing and disinfection of water system components. Work must be coordinated with ongoing terminal, vessel, rail, and military operations to minimize operational impacts. The contract term is 90 calendar days.

The Engineer's Construction estimate is $215,000. All labor must be paid at California State Labor Code prevailing wage rates, including employer payments for health and welfare, vacation, and pension. The Port of San Diego encourages certified Small Business Enterprises with qualifying experience to respond; the source does not establish an SBE set-aside or participation goal. A bid guarantee is required, and a performance-and-payment bond will be required of the successful bidder. Questions must be submitted electronically through the eBid system by August 27 at 2:00 p.m. Jobsite visits are required. Award is anticipated within 120 calendar days after bid opening. Vendors must register at https://pbsystem.planetbids.com/portal/13982/portal-home to download specifications and plans.
