About this opportunity

The Town of Waterford, Connecticut is requesting sealed bids for renovation of the Waterford Police Department locker room at 41 Avery Lane, with bids due October 15, 2026 at 2:00 p.m. through the Town's e-Procurement portal. Connecticut prevailing wage requirements under Connecticut General Statutes Section 31-53 apply; all contractors must comply with mandatory minimum hourly rates and fringe benefit payments, and all employees and apprentices must complete the federally certified 10-hour OSHA Construction Safety and Health Course within 30 days of contract award.

The base bid scope includes selective demolition and removal of existing lockers and concrete bases; construction of new partitions, toilet rooms, and shower facilities; relocation of doors, card readers, washers, and dryers; and installation of new plumbing fixtures, toilet partitions, accessories, ceilings, lighting, ventilation, flooring, wall tile, counters, and finishes, plus all associated plumbing, mechanical, electrical, fire-protection, access-control, and restoration work. New lockers will be furnished and installed by others; the contractor must provide electrical power and coordinate with the locker supplier. Work must be completed within 120 consecutive calendar days from Notice to Proceed, with liquidated damages of $1,000 per day assessed for delays beyond this period.

Bid security requirements depend on total bid amount: bids exceeding $50,000 require a bid bond or certified check equal to 10 percent of the bid; bids exceeding $100,000 require both performance (100% of contract sum) and payment bonds. All surety must be licensed in Connecticut, listed on the U.S. Treasury "T" List, and rated A- or better by A.M. Best. Non-resident contractors must post a guarantee or cash bond with the Connecticut Department of Revenue Services equal to 5 percent of the contract price. The contractor will be awarded on a lump-sum basis as the lowest responsible bidder and must maintain general liability ($1,000,000 per occurrence / $2,000,000 aggregate), auto liability ($1,000,000 combined single limit), and workers' compensation at statutory limits. A non-mandatory pre-proposal meeting was held September 21, 2026 at the site. Questions are due October 8, 2026 at 4:00 p.m., with responses provided October 9 at 4:00 p.m. A 5 percent retainage applies to all progress payments; final retainage is released within six months of project acceptance.
