About this opportunity
The State Purchasing Division of the General Services Department and the New Mexico Interstate Stream Commission are requesting proposals for water well maintenance, repair, inspection, and related wellfield technical services for non-potable water operations across the Fort Sumner, Lake Arthur, and Seven Rivers regions, with proposals due July 29, 2026 at 3:00 PM MST/MDT. This RFP will result in multiple awards and incorporates federal funding, rendering New Mexico/Native American resident preferences inapplicable.
The scope encompasses comprehensive labor, equipment, materials, tools, and transportation for groundwater pumping well maintenance and repair. Contractors must demonstrate financial stability and bonding capacity sufficient to secure performance and payment bonds for work orders exceeding applicable thresholds, as individual work orders may exceed $60,000 and trigger Public Works Minimum Wage Act and prevailing wage requirements. Downhole inspection and technical field support capabilities are required.
Compensation is structured on hourly labor rates, equipment rates, material costs, and fixed or unit-based charges for wellfield services. Mileage is compensable only for travel beyond 20 miles from the contractor's place of business. The anticipated contract term is one year with options to extend up to three additional years on a year-by-year basis, subject to legislative funding. Evaluation considers overall competitiveness and reasonableness of pricing.
The pre-proposal conference was held July 13, 2026 via Microsoft Teams. Proposals must be submitted electronically through the eProNM system only. The RFP document was released July 2, 2026.
