About this opportunity

The City of Dallas Water Utilities Department, Transportation & Public Works, and Office of Economic Development are requesting proposals for engineering and planning services to assess water, wastewater, stormwater, paving, and transportation infrastructure needs in the MLK Jr Station Focus Area, with proposals due October 30, 2026.

The scope encompasses a comprehensive infrastructure needs assessment within a half-mile radius of the MLK Jr DART Station to support future development and redevelopment. The consultant must conduct preliminary investigations, review existing utility plans and models, evaluate infrastructure capacity, analyze land use and development potential, and assess alley and street configurations. A critical technical requirement is conversion of existing XPSWMM 2013 drainage models to InfoWorks ICM 2025 format to reflect conditions following completion of the Mill Creek Drainage Relief Tunnel, scheduled for completion by late 2028 or early 2029. This conversion filters for firms with specific drainage-modeling software expertise and conversion capability.

Deliverables include technical memoranda on existing conditions, future development needs, community engagement results, infrastructure recommendations, alley and right-of-way abandonment recommendations, street extension opportunities, and an engineer's estimate of probable costs. The consultant must produce all work in Bentley MicroStation CADD format and provide five bound copies plus digital files of the final report. The scope requires the consultant to furnish all personnel, equipment, and software; project management; coordination with multiple city departments and external agencies (FEMA, Army Corps of Engineers, TXDOT, TCEQ, Dallas County); monthly status reporting; meeting preparation and minutes; quality control; and two community engagement presentations. Special services such as advanced surveying, subsurface utility engineering levels A and B, and condition checks on water and wastewater mains require advance written authorization and are billed separately on a direct cost and hourly basis. The project manager is Guadalupe Bailey, P.E.
