About this file

This Scope of Work document outlines engineering and planning services for the City of Dallas Water Utilities Department, Transportation & Public Works, and Office of Economic Development to evaluate infrastructure needs in the MLK Jr Station Focus Area. The project requires a comprehensive assessment of water, wastewater, stormwater, paving, and transportation infrastructure to support future development within a half-mile radius of the MLK Jr DART Station. The consultant must conduct preliminary investigations, review existing utility plans and models, evaluate infrastructure capacity, analyze land use and development potential, and assess alley and street configurations to improve redevelopment feasibility. Specific deliverables include technical memoranda addressing existing conditions, future development needs, community engagement results, infrastructure recommendations, alley and right-of-way abandonment recommendations, street extension opportunities, and an engineer's estimate of probable costs. The project requires conversion of existing XPSWMM 2013 drainage models to InfoWorks ICM 2025 format to reflect conditions following completion of the Mill Creek Drainage Relief Tunnel, scheduled for completion by late 2028 or early 2029. The consultant must produce all deliverables in Bentley MicroStation CADD format and provide five bound copies plus digital files of the final report.

The scope requires the consultant to provide all personnel, equipment, software, and services necessary to complete the work, including project management, coordination with multiple city departments and external agencies (FEMA, Army Corps of Engineers, TXDOT, TCEQ, Dallas County), monthly status reporting, meeting preparation and minutes, quality control, and two community engagement presentations. The consultant must maintain a decisions log, coordinate with other city projects, follow all applicable regulatory requirements and city design standards, and obtain written approval from the City Project Manager before undertaking any out-of-scope work. Special services items such as advanced surveying, subsurface utility engineering levels A and B, and condition checks on water and wastewater mains require advance written authorization and are billed separately on a direct cost and hourly basis. The project anticipated duration and specific contract award date are not stated in this document; however, the scope indicates regular meetings and coordination throughout the project duration with two executive briefings planned.

SCOPE OF SERVICES

for

Water, Wastewater, Stormwater, Paving, and Transportation Infrastructure Needs Assessment

For the MLK Jr Station Area

A. GENERAL

Provide necessary Engineering and Planning Services required for evaluating water, wastewater, stormwater, paving, and transportation infrastructure needs for future development and land use of the MLK Jr Station Development Area. The focus area is shown in the attached Exhibit 1. Services that the Consultant (Engineer) is required to perform shall include, but are not limited to the following:

1. Preliminary Investigation

2. Land use and future development evaluation

3. Review of existing water, wastewater, and stormwater utility plans, records, and models

4. Review of existing paving and transportation plans, records, and thoroughfare/master plans

5. Review of current and planned water, wastewater, stormwater, paving, and transportation projects

6. Water, wastewater, and stormwater flow demand and capacity evaluation to determine needs to support future development.

7 . Preparation of exhibits and technical report with recommendations.

8. Surveying (as needed) [Special Services]

9. General Contract Services

B. PROJECT DESCRIPTION

This scope of services are generally described as follows:

LAND USE AND FUTURE DEVELOPMENT: The purpose of the evaluation is to investigate existing land use and future development based on existing Dallas development plans and zoning and anticipated future land use to aid in the determination of infrastructure needs to support future development in the focus area.

WATER: The purpose of the evaluation is to investigate the water infrastructure within the focus area and determine improvements needed including pipeline size and capacity to support future development.

WASTEWATER: The purpose of the evaluation is to investigate the wastewater infrastructure within the focus area and determine improvements needed including pipeline size and capacity to support future development.

Scope of Services for MLK Jr Station Focus Area Page 2 09-10-2026

STORMWATER: The purpose of the evaluation is to investigate the stormwater infrastructure within the focus area and determine improvements needed including drainage infrastructure size and capacity to support future development.

PAVING AND TRANSPORTATION: The purpose of the evaluation is to investigate the paving and transportation infrastructure within the focus area and determine improvements needed including pavement widths and configurations and transportation signalization and control needs to support future development.

This should also include an analysis of existing public “alleys” and other public ROW (and identification of which ROW abandonments would be supported/recommended by the City under certain conditions to support lot consolidation and redevelopment of certain blocks). Further, an analysis should identify which existing public streets should/could be extended in strategic locations in a way that would improve access to certain blocks (and would thereby improve the redevelopment feasibility of certain blocks).

Evaluation of existing Dallas Water Utilities models, plans, and drainage studies may be required to complete the above evaluations, including development of new hydrologic and hydraulic flood models, updates and/or modifications to existing models, software conversions, and related activities. The Interim Conditions XPSWMM 2013 model is anticipated to require conversion to InfoWorks ICM 2025 to reflect Flood Hazard Areas following completion of the Mill Creek Drainage Relief Tunnel, currently scheduled for completion by the end of 2028/early 2029. Exhibits 2 and 3 show the Flood Hazard Areas for the Peaks Branch – Lower Middle Drainage Segment before and after the tunnel is in service, as previously developed using the 2013 model.

The 2019 Peaks Branch and 2024 Mill Creek Master Drainage Plans should also be reviewed, including their recommendations for interim drainage guidelines for new development prior to implementation of the recommended drainage improvements. Updated and/or similar recommendations should be developed for the focus area and, as appropriate, the entire Peaks Branch – Lower Middle Drainage Segment to reflect conditions with the Mill Creek Drainage Relief Tunnel in service while other recommended components remain incomplete due to the time required for development, funding, and construction. In addition, recommended lateral line improvements within the focus area, which are separate from the Mill Creek Drainage Relief Tunnel project, should be considered as part of this assessment, as shown in Exhibit 4.
