About this opportunity

Brazoria County Municipal Utility District No. 57 is requesting sealed bids for water distribution, wastewater collection, and storm water infrastructure to serve Karsten Boulevard Phase Four, with bids due September 15, 2026 at 2:30 p.m. Local Time.

The scope encompasses installation of approximately 1,440 linear feet of 8-inch to 12-inch PVC waterline; 1,381 linear feet of 8-inch PVC sanitary sewer; 1,730 linear feet of 24-inch to 60-inch reinforced concrete pipe storm sewer; and 400 linear feet of 5-foot by 5-foot reinforced concrete box storm sewer. Bid line items include gate valves, fire hydrants, blow-off valves, sanitary sewer manholes, storm sewer inlets, and appurtenances, plus ancillary work including roadway excavation, proof-rolling, paving, grading, and storm water pollution prevention compliance. Bid quantities were derived from non-approved construction drawings and may vary upon final construction.

Bid security must equal 2 percent of the total bid amount as a bid bond or certified/cashier's check. The successful bidder must furnish performance and payment bonds each equal to 100 percent of the contract price with surety companies holding a minimum Best Key Rating of "B+" or better and Texas authorization. A two-year maintenance bond set at 50 percent of construction cost is required. Minimum wage rates specified in Attachment B apply to all workers, with penalties of $60 per worker per calendar day for non-compliance. Economic disincentives of $500 per calendar day apply for failure to meet contract time. Bidders must submit a completed Texas Ethics Commission Form 1295 with their bid to comply with the Interested Party Disclosure Act; failure to do so results in contract non-award. The District is exempt from Texas sales and use taxes; contractors and subcontractors must not include sales tax in bids for exempt items and must pass through cost savings due to exemption.

Contract award is anticipated within 90 days of bid opening. The successful bidder must commence work within five calendar days of receiving a written Notice to Proceed. A non-mandatory pre-bid conference was held September 8, 2026 at 2:30 p.m. via Zoom. Bid opening was held at EHRA offices, 10011 Meadowglen Lane, Houston, Texas.
