About this opportunity
The Maryland state procurement office is requesting proposals for professional water treatment services at Thomas B. Finan Center with proposals due September 18, 2026 and a pre-bid meeting scheduled September 11, 2026.
The contractor shall provide comprehensive water treatment for HVAC heating and cooling equipment, including furnishing all necessary equipment (storage containers, meters, pumps), chemical products, service, and freight. The program's objective is to control biological growth to prevent equipment damage and operational disruption. Scope includes initial setup with a qualified vendor representative evaluating the existing mechanical system and providing application guidance, followed by monthly on-site visits to inspect HVAC water systems, collect water samples, conduct chemical analysis, adjust treatment levels, and deliver written reports to facility personnel. During the cooling season, the vendor must collect two water samples from the cooling tower for certified laboratory Legionella analysis and formal reporting. The contractor must provide technical support and contingency protocols, including assisting staff with installation of chemical feed and control equipment upon request. If tracked water parameters fall outside acceptable operational limits or Legionella culture counts are elevated, the vendor must immediately implement pre-planned corrective measures such as rapid hyperchlorination or automated blowdown adjustments. Monthly reports shall document test parameters, actions taken, adjustments made, and actionable maintenance recommendations.
The contract term is annual and subject to termination by either party with 30 days written notice. No contract value, incumbent, evaluation criteria, or set-aside program is specified in the available documentation.
