About this file
This is a Project Scope and Specification document for the Water Treatment Program at Thomas B. Finan Center (TBFC), a Maryland state and local contract opportunity. The contractor shall provide professional water treatment services for HVAC heating and cooling equipment, including furnishing all necessary equipment such as storage containers, meters, and pumps, along with chemical products, ongoing service, and freight. The primary objective is to control biological growth to mitigate equipment damage and operational disruption. A pre-bid meeting is scheduled for September 11, 2026. The contract term is annual and subject to termination by either party with 30 days written notice. The scope of work includes initial setup and application with a qualified vendor representative evaluating the existing HVAC mechanical setup and providing comprehensive guidance for system and chemical application. Ongoing service requires monthly site visits to inspect HVAC water systems, collect water samples, conduct chemical analysis, adjust treatment levels, and provide detailed written reports to TBFC personnel. During the cooling season, the vendor must collect two water samples from the cooling tower for certified laboratory Legionella analysis and formal reporting.
The vendor is required to provide technical support and contingency protocols, including assisting TBFC staff with installation of chemical feed and control equipment upon request. If tracked water parameters fall outside acceptable operational limits or Legionella culture counts are elevated, the vendor must immediately implement pre-planned, documented corrective protocols such as rapid hyperchlorination or automated blowdown adjustments. The vendor shall proactively recommend ongoing improvements for the HVAC water treatment program and overall system maintenance, with monthly reports documenting test parameters, actions taken, adjustments made, and actionable maintenance recommendations. No pricing terms, set asides, incumbent information, funding amounts, or other financial details are specified in this scope document.
