About this opportunity

The City of Ashland, Oregon is seeking a Design Builder through a progressive design-build procurement (Project No. 2026-06) to develop, design, and integrate a new Programmable Logic Controller (PLC), Human Machine Interface (HMI), and SCADA system to replace the existing obsolete water treatment plant control system located at 1400 Granite Street, Ashland, Oregon. The project will be delivered in three phases: Phase One consisting of preconstruction services and preliminary design with a Guaranteed Maximum Price (GMP) proposal compensated on a time and materials cost reimbursement basis; Phase Two encompassing final design, permitting, construction, and commissioning; and Phase Three providing a one-year warranty period. Proposers must be licensed by the Oregon Construction Contractors Board prior to signing the construction agreement, and any prime architect or engineer must hold appropriate state licensure under Oregon Revised Statutes. The evaluation criteria allocate 20 points for fee proposal (with the lowest fee receiving full points), 30 points for project approach, 20 points for design-build team and key personnel qualifications, and 30 points for project experience over the last five years, with a pass/fail determination regarding termination for default history. A mandatory pre-proposal conference is scheduled for April 29, 2026 at 2:00 PM at the project site, with proposers meeting first at the Public Works building (51 Winburn Way) at 1:30 PM; proposals are due May 15, 2026 by 2:00 PM local time. The City anticipates issuing a Notice of Intent to Award on June 19, 2026, executing the Design-Build Agreement by July 3, 2026, and issuing a Notice to Proceed by July 6, 2026, with project completion targeted for March 30, 2027.

The City of Ashland encourages contracting with state-certified minority-owned, woman-owned, and emerging small business (MWESB) enterprises, as well as veteran-owned businesses, and proposers should indicate certification status in applicable categories. All construction work must comply with Oregon State prevailing wage requirements as defined by the Oregon Bureau of Labor and Industries, with the higher rate applying when federal Davis-Bacon Act requirements also apply, and the City of Ashland Living Wage requirement of $19.44 per hour (as of June 30, 2025, adjusted annually) for all employees working on service contracts exceeding $27,163. The Design-Builder must obtain a public works bond filed with the Construction Contractors Board prior to starting work and must provide performance and payment bonds equal to the GMP once construction work scope is authorized, with an additional $30,000 public works bond required under ORS 279C.836. Required insurance includes workers' compensation at statutory limits, professional liability of at least $2,000,000 per claim, general liability of at least $2,000,000 per occurrence, and automobile liability of at least $2,000,000 per claim, with the City named as an additional insured. The City's stated project budget is $500,000, which represents the anticipated award value for Phase One and subsequent project phases.
