About this opportunity

The City of Pompano Beach is requesting bids on Water Treatment Plant Improvements Phase 1: Buildout of the Existing Nanofiltration Facility under ITB27-001, with proposals due November 2, 2026, at 2:00 p.m. ET and a non-mandatory pre-bidders conference and site visit on October 14, 2026, at 10:00 a.m. EST. The project is funded through Florida's State Revolving Fund. Bidder responsibility requirements filter the field sharply: bidders must document prior experience as prime contractor on at least two municipal nanofiltration, reverse osmosis, microfiltration, or ultrafiltration membrane water treatment plant projects, each with a project cost of at least $20 million, completed within the last 15 years and located within the continental United States.

The scope encompasses site work, installation and modification of existing yard piping, raw water booster pump station, physical pretreatment, buildout and modifications to the existing nanofiltration facility, degasifier additions, chemical systems, structural and architectural work, electrical systems, instrumentation and controls, HVAC components, start-up, and restoration at 1205 Northeast 5th Avenue, Pompano Beach. The facility expands treatment capacity from 10 million gallons per day to 30 million gallons per day across three phases: Phase 1 achieves Partial Utilization Milestone 1 upon completion of raw water booster pump station and NF Units 6–10; Phase 2 achieves Substantial Completion; Additive Alternate A (Phase 3) covers demolition and replacement of existing NF Units 1–5. The contractor must maintain continuous coordination with existing plant operations.

Substantial completion is required within 890 calendar days and final completion within 920 calendar days from contract commencement. Liquidated damages are $5,000 per day for delays past substantial completion and $2,500 per day for delays past final completion. A permit fee allowance of $3.25 million is reimbursable upon documentation of actual costs. Bidders must submit a 5% bid bond or cashier's check, performance and payment bonds, and verifiable municipal client references. The project utilizes Procore for project management and LCPtracker for labor compliance. Written questions are due October 21, 2026, at 5:00 p.m. EST. A Cone of Silence restricts communication with City Commission members, City Clerk, City Manager's Office, evaluation committee members, and other City employees from release through final award.
