About this file

File Summary

This is a Technical Specifications document (Volume 1 of 2) for the City of Pompano Beach's Water Treatment Plant Improvements Phase 1 project, which involves the buildout of an existing nanofiltration (NF) facility to expand treatment capacity from 10 million gallons per day (mgd) to 30 mgd. The project scope encompasses general requirements, site work, yard piping, raw water booster pump station, pressure filter system, membrane process buildout and modifications, degasifier additions, chemical systems, structural and architectural work, electrical systems, instrumentation and controls, and HVAC components. The work is organized into three phases: Phase 1 constitutes Partial Utilization Milestone 1 (PU1) upon completion of the raw water booster pump station, pressure filters, degasifiers, and NF Units 6-10; Phase 2 includes remaining trench piping, yard piping, and commissioning of all new systems to achieve Substantial Completion (SC); and Additive Alternate A (Phase 3) involves demolition and replacement of existing NF Units 1-5 and installation of Degasifier No. 6, if authorized by the Owner. The contractor must maintain continuous coordination with existing plant operations, as the facility serves as an operational water treatment plant that must remain in service throughout construction.

The contract documents establish lump-sum and unit-price payment structures with mobilization/demobilization capped at 5 percent of contract price and bonding/insurance capped at 2 percent. A permit fee allowance of $3,250,000 is included, reimbursable upon documentation of actual permit costs. The contractor must submit a Schedule of Values and Baseline Construction Schedule within fourteen days of Notice to Proceed No. 1, with shop drawings and long lead-time equipment data due within sixty days. Equipment suppliers are specified with approved alternate manufacturers listed for items including motors, variable frequency drives, valves, pumps, tanks, degasifiers, filters, membrane systems, and SCADA controls. The construction sequence requires careful coordination to avoid disrupting water treatment operations, with Phase 2 allowing a maximum 90-day shutdown of the NF process and potential night work or weekend work authorized at no additional cost to the Owner. Performance warranty for the nanofiltration membrane system and comprehensive operation and maintenance data deliverables are required as contract completion items.

SECTION 00 01 22

SCHEDULE OF SUPPLIERS

The Contract Documents are based upon the equipment and products available from the Suppliers denoted as "A", "B", etc. in this Section. Provision will be made in the Contract Documents for alternate suppliers whose equipment or products may be deemed equal in quality (see Article 24 of the General Terms and Conditions and Section 01 25 00 of the Technical Specifications). However, the Contractor's Bid shall be based on the Suppliers denoted in this Schedule of Suppliers, and the Contractor shall indicate in the Bid which supplier the Contractor has based their bid on for each item of equipment listed on this form by circling one of the listed suppliers. Should a Contractor fail to circle a named item in each category, or circle more than one listed supplier, the Contractor hereby agrees to provide the item listed as "A."

If the Contractor desires to propose one or more alternate suppliers, the Contractor may write in the name of such alternates in the spaces provided on the pages following the lists below, but the Contractor must nevertheless also circle one of the listed suppliers.

If the proposed alternate supplier is determined "not equivalent" by the Engineer, the Contractor must use the circled supplier. If the Contractor fails to indicate which listed supplier the Contractor intends to use if an alternate is rejected, the Contractor must use the supplier listed as "A". Also, if the Contractor circles more than one listed supplier, the Contractor must use the first supplier circled (unless an alternate is approved). Each proposed alternate Supplier will be evaluated in accordance with Article 24 of the General Terms and Conditions and Section 01 25 00 – Substitutions and Production Options of the Technical Specifications.

The Owner may request and the Contractor shall supply complete information on proposed alternate Suppliers prior to the Notice of Award.
