About this opportunity
The City of Cartersville, Georgia is requesting sealed proposals from qualified Construction Manager-at-Risk (CMAR) firms for Phase I preconstruction services and, if authorized by the Owner, Phase II construction services for Water Treatment Plant Chemical Feed and Control Building Upgrades, with proposals due October 16, 2026 and a mandatory pre-proposal conference on October 2, 2026 at 10:30 a.m. at the Cartersville Water Treatment Plant.
The scope encompasses constructing a new Chemical Feed Building with chemical storage, feed systems, on-site sodium hypochlorite generation, secondary containment, and ventilation; rehabilitating the existing Control Building with architectural, structural, heating, and electrical upgrades; and providing site utilities, grading, drainage, yard piping, process instrumentation and controls, HVAC systems, temporary facilities, and operational coordination. The design was approximately 50 percent complete at RFP issuance. Phase I preconstruction milestones include 60 percent design review by January 14, 2027 and 90 percent design review by April 22, 2027; Phase II construction is contingent on Owner approval, with preliminary Notice to Proceed in August 2027 and substantial completion by June 1, 2029.
Phase I compensation is a lump-sum fixed price payable monthly as deliverables are completed. Phase II pricing will be established through a separate amendment as either a lump sum or Cost of the Work plus CMAR Fee with a Guaranteed Maximum Price. Proposers must hold valid Georgia General Contractor and Utility Contractor licenses, demonstrate bonding capacity for the anticipated construction value, and provide evidence of financial capacity and current insurance meeting specified requirements.
Evaluation is weighted at 100 points: relevant water/wastewater and CMAR experience (20 points), key personnel qualifications and availability (20 points), project understanding and technical approach (20 points), preconstruction and estimating approach (20 points), maintenance of plant operations, safety, quality, and management tools (5 points), financial capacity and bonding (5 points), and Phase I and II pricing (10 points). Written questions are due October 13, 2026 at 5:00 p.m. Selection for Phase I does not guarantee award of Phase II services. The City reserves the right to reject any or all proposals, waive technicalities, and negotiate with the highest-ranked firm.
