About this file

This is a Request for Proposals (RFP) issued by the City of Cartersville, Georgia, for Construction Manager-at-Risk (CMAR) services to support preconstruction and construction of the Water Treatment Plant Chemical Feed and Control Building Upgrades. The project encompasses constructing a new Chemical Feed Building with chemical storage and feed systems, on-site sodium hypochlorite generation, secondary containment, and ventilation; rehabilitating the existing Control Building with architectural, structural, heating, and electrical upgrades; and integrating site utilities, grading, drainage, yard piping, and controls commissioning. The design was approximately 50 percent complete at RFP issuance on September 17, 2026. A mandatory pre-proposal conference was scheduled for October 2, 2026, at 10:30 a.m. at the Cartersville Water Treatment Plant, with a site tour immediately following. The RFP required written questions by October 13, 2026, at 5:00 p.m., and proposals were due October 20, 2026, at 2:00 p.m. at the City Manager's Office. Technical proposals were to be publicly opened on October 20, 2026, at 2:15 p.m., with interviews potentially scheduled for November 2–6, 2026, and Owner recommendation to Council on November 19, 2026. Phase I Preconstruction Services would commence upon issuance of a Notice to Proceed, with preliminary milestones including 60 percent design review by January 14, 2027, and 90 percent design review by April 22, 2027. Phase II Construction Services authorization and contract term were contingent on Owner approval and execution of a Phase II Construction Price Amendment, with preliminary milestones indicating Phase II Notice to Proceed in August 2027 and substantial completion by June 1, 2029.

Proposers were required to submit one unbound original, six bound copies, and one electronic PDF copy of the technical proposal (not exceeding 50 single-sided pages excluding covers, dividers, forms, and resumes), plus a separate sealed Fee Proposal and a bid bond equal to five percent of the proposed Phase I Preconstruction Services Fee. Phase I compensation was a lump-sum fixed price, with payment made monthly in proportion to satisfactorily completed deliverables. Phase II pricing would be established through a separate Early Work Package Amendment or Phase II Construction Price Amendment as either a lump sum or Cost of the Work plus CMAR Fee with a Guaranteed Maximum Price (GMP). Evaluation criteria weighted at 100 total points included relevant water/wastewater and CMAR experience (20 points), key personnel qualifications and availability (20 points), project understanding and technical approach (20 points), preconstruction and estimating approach (20 points), maintenance of plant operations, safety, quality, and management tools (5 points), financial capacity and bonding (5 points), and Phase I and Phase II pricing proposals (10 points). Selection for Phase I Preconstruction Services did not guarantee authorization or award of Phase II construction services. Proposers were required to demonstrate bonding capacity for the anticipated construction value, current insurance meeting specified requirements, valid Georgia General Contractor and Utility Contractor licenses, and evidence of financial capacity. The City of Cartersville reserved the right to reject any or all proposals, waive technicalities, negotiate with the highest-ranked firm, and make an award deemed in its best interest.
