About this opportunity
Shawnee Correctional Center, an Illinois Department of Corrections facility, is seeking bids for onsite water testing services with bids due September 4, 2026, at 11:00 a.m. CST. The vendor must hold Class B or higher Certified Water System Operator certification with ROINC (Illinois Environmental Protection Act requirement), a capability filter that restricts the bidder pool.
The scope includes weekly Total Coliform Rule microbial analysis with minimum three random samples per week, bi-annual Lead and Copper analysis with minimum 20 random samples per cycle, and annual Stage 2 Disinfection By-Product Rule sample analysis. The vendor must provide monthly and bi-annual reporting, maintain compliance records for five years, issue boil orders when necessary, and respond to information requests within 24 hours. A pre-commencement meeting with facility representatives is required five days prior to contract start to establish service schedules with no more than 30-minute deviations unless both parties agree otherwise. The vendor bears all transportation, testing supplies, mileage, and labor travel costs with no reimbursement from the State. No subcontracting is permitted.
The contract covers a one-year initial term commencing September 15, 2026, and ending September 14, 2027, with a maximum total contract duration (including renewals) not to exceed ten years. Pricing is firm; specific rates will be identified in the BidBuy Purchase Order. All work is performed at Shawnee Correctional Center, Vienna, Illinois, with 100 percent of service value at that location. The vendor must maintain $1 million General Commercial Liability per occurrence (with $2 million annual aggregate), $1 million Auto Liability, and Workers' Compensation insurance as required by law. Prevailing wage requirements apply. The contract is subject to availability of appropriations and may be terminated for convenience with 30 days' notice or immediately for cause. Standard Illinois certifications under 30 ILCS 500/50-90, Version 26.2, apply to all vendors.
