About this opportunity

The City of Monroe, Oregon is requesting proposals for professional engineering services for water system modernization and raw water intake improvements under RFP 2026-01, with proposals due October 23, 2026. The procurement follows a qualifications-based selection process that prohibits cost or pricing information in proposals.

The scope encompasses two coordinated projects: improvements to the raw water intake on the Long Tom River to maintain reliable water withdrawal following the U.S. Army Corps of Engineers Section 1135 Long Tom River Ecosystem Restoration Project, and water system modernization addressing water quality, treatment performance, operational reliability, monitoring, controls, and related infrastructure. The selected consultant will also evaluate design alternatives, support permitting, and provide construction-phase services contingent upon City authorization. The engagement is structured in phases, with initial work including project management, existing conditions review, investigations, alternatives evaluation, and development of the preferred alternative.

Minimum qualifications include legal authorization to perform professional engineering services in Oregon, appropriate professional licensing, experience with comparable municipal water infrastructure projects, necessary technical capabilities either internally or through subconsultants, and sufficient organizational capacity to meet the project schedule. The consultant will coordinate with the City's Engineer of Record, the U.S. Army Corps of Engineers, the Oregon Health Authority, the Oregon Water Resources Department, and other regulatory agencies.

Evaluation criteria are project understanding (20 points), technical approach (20 points), relevant experience (15 points), project team and qualifications (10 points), communication and coordination (10 points), innovation and value engineering (10 points), capacity and schedule (10 points), and references and past performance (5 points). Proposals must not exceed 20 pages. A pre-proposal meeting and site visit occurred September 8, 2026; questions were due September 11. The City will negotiate compensation with the highest-ranked proposer following selection, with notice of intent to award anticipated October 26, 2026. Addendum 1, posted September 29, 2026, modifies original RFP requirements and must be acknowledged in proposal submission.
