About this opportunity
The City of Butler in Burke County, Georgia, is seeking sealed bids for a comprehensive Water System Improvements project to be submitted by September 15, 2025, at 11:00 AM at Butler City Hall. The procurement involves constructing critical water infrastructure, including approximately 13,555 linear feet of 12" PVC water main, 1,083 linear feet of 8" water main, and 167 linear feet of 6" water main. Additional project components include jack and bore steel casing installations in Norfolk Southern and Georgia Department of Transportation (GDOT) rights-of-way, installation of fire hydrants, pressure reducing valves, water service transfers, valves, and plugging existing water mains. Bidders must be licensed as a Georgia "Utility Contractor" with a "Utility Manager" certification holder and must provide a bid bond or certified cashier's check for 10% of the base bid. The project has a 300-consecutive calendar day completion timeline, with a mandatory project completion date of October 31, 2026, and will be funded through American Rescue Plan funds administered by the Governor's Office of Planning and Budget.
Contractors must comply with specific regulatory requirements, including the Georgia Security and Immigration Compliance Act, participation in the E-Verify program, and federal requirements outlined in Appendix II of 2 CFR 200. Performance and payment bonds will be required, each equal to 100% of the contract price. While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, bidders must demonstrate compliance with federal and state procurement guidelines. Relevant permits from GDOT and Norfolk Southern are currently in progress, suggesting potential integration challenges with existing infrastructure. Although a precise award value is not specified, the extensive infrastructure work and funding through the American Rescue Plan suggest a significant project budget. Interested contractors should carefully review the full bid documentation, particularly the specifications related to water main installation, jack and bore techniques, and compliance requirements.
